SUBJECT: Agenda Item — Nominations for the Mental Health /Substance Abuse
Advisory Committee
STATEMENT OF ISSUE:
Jefferson County Public Health, as the fund manager of the Mental Health and Substance Abuse sales
tax treatment funds, is requesting Board approval for Anne Dean to represent Law and Justice on the Mental
Health /Substance Advisory Committee; and for Michael Evans to represent Substance Abuse on the Mental
Health /Substance Advisory Committee, as proxy for Conner Daily.
ANALYSIS/ STRATEGIC GOALS /PRO'S and CON'S:
The Mental Health /Substance Abuse Advisory Committee needs engaged community members who have a
passion and interest in the programs and services funded by the 1 /101h of 1% fund.
Michael Evans, Deputy Chief of Police, Port Townsend Police Department, has a Master's Degree in
Criminal Justice; has worked in Juvenile Services, Adult Corrections, and was a Deputy Sheriff in Boulder
Colorado. Michael stated, "Mental health and substance abuse issues, (individual or together) are the
biggest issues facing criminal justice today."
Anne Dean is Guardian ad Litem /CASA Program Coordinator for Jefferson County Juvenile & Family
Court Services. Anne has been a business owner, a Superior Court jury manager, and the program manager
for Jefferson County Community Network. Anne is a life -long community advocate and educator in violence
and substance abuse prevention. Anne believes, "Substance abuse and mental health issues impact every
person in our community. It is critical for organizations to come together to address these issues and
continually seek ways to mitigate the impacts at a'system level'."
FISCAL IMPACT /COST BENEFIT ANALYSIS:
Mental Health /Substance Abuse Advisory Committee members serve their community on a voluntary basis;
there is no fiscal impact.
RECOMMENDATION:
JCPH management requests approval of Anne Dean to represent Law and Justice on the Mental
Health /Substance Abuse Advisory Committee; and for Michael Evans, to represent Substance Abuse on the
Mental Health /Substance�A7buse Advisory Committee, as a proxy for Conner Daily.
