SWAC Solid Waste Staff Report
Production
February 2015 solid waste tonnage increased 19% over February 2014, or a 17% increase year-to-
date over 2104.
Minimum fee transactions for January and February were down 20.7% from 2014, while those
customers brought in 16.8% fewer tons over the same period. This suggests that customers may be
delaying trips in order to bring larger loads; a positive trend that allows better value for customers and
eases congestions and wait times. It remains possible that customers are responding to the increased
fees by recycling more and/or using collection services. Solid waste (garbage) transactions, non-
commercial, were down 37%, while overall transactions were up 2.6%. We will continue to track this
information.
A trend in recycling quantities is less decipherable this early in the year because of large month-to-
month fluctuations, particularly during the transition to a replacement baler.
Coordinated Prevention Grant – Offset Cycle 2013 – 2015
Advertising has been scheduled in preparation for a HHW collection event April, 18, 2015 in Port
Ludlow. The October, 2014 event in Quilcene had collected 4,570 pounds. Opportunity will again
be taken to solicit for SWAC members.
Coordinated Prevention Grant – Regular Cycle 2015 – 2017
An applications has been prepared and reviewed for Department of Ecology grant to offset 87,146 of
recycle services costs over the grant period. Public Health is applying for $100,000 of the alloc ation
to conduct solid waste education.
Planning
A consultant services contract has been established with Green Solutions (Rick Hlavka), who
has submitted the first revised Solid Waste Management Plan chapters for SWAC review.
Solid Waste and MRW Operations & Maintenance Plans are being updated
Planned Capital Projects - 2015
Install environmental center at Transfer Station (for oil/antifreeze et al); relocate existing oil
tank to Quilcene
Rebuild outbound weigh-scale supports, load cells and wiring; scheduled mid-April
Replace the two Quilcene waste compactors; completed.
Transfer station stormwater improvement; Recycle building improvements
MRW steel structure re-coat

We still have openings for Committee members representing Districts 2 and 3.
