Kruse 1530 Epukane Street Honolulu, Hawaii 96818 RE: Sewage Disposal Permit Application - hot 40 Seaview Estates & lot 14 Block 63 Fowlers Park - Jefferson County Dear Mr. Kruse: A preliminary review of your proposal has been made. Prior to approval of a sewage disposal permit and building permit three concerns must be satisfied. 1) As per WAR 248-96-110 paragraph 5 any system to be installed deeper than ten feet must be approved by the Department of Ecology. 2) Your 4-bedroom proposal is too large to approve just on lot 40 (100' x 100' lot) . Is all of lot 14 usable and if so please provide two (2) soil logs (10'-12') on the parcel. Low water use fixtures may be required and the number of bedrooms decreased dependent on soils, slope, and usable lot area. 3) The brush on the property must be cleared and the house location staked on site so contours can be observed so a drainfield might be designed. You should first contact Richard W. Greiling, District Engineer, Dept. of Ecology, 7272 Cleanwater Lane, Olympia, WA 98504, for the variance discussed. Box 1746 Sequin, Washington 98382 Dear Mr. Brown: Re: Sewage disposal permit, Lot 40, Seqview Estates —Jack Kruse A status inspection of the site was made by Larry Anderson of this office. He found that the plumbing stubout was not in the location approved by this office on August 14, 1978. This means the drainfield will need to be moved approxi- mately Sufabtrfarther away from the house to allow room for the septic tank. Secondly, the depth of the stubout is unacceptable. To the top of the stubout pipe from grade, the distance was 40 inches. This would put the drain pipe too deep end jeopard#ze the proper functioning of your drainfield. The proper depth for the pipe is 22 inches centered below grade. The maximum is 28 inches centered. The.system cannot be installed as per the original approved plan due to the above problems mentioned. Therefore, do not install the system under the conditions that now exist. My recommendations are: 1. An amended sewage disposal permit is necessary and new plan approval from this office. 2. The plumbing eubout must be either raised to the proper depth and/or a pump installed on the outlet side of the septic tank So pump the sewage up to the proper depth. Due to the soils on this lot these conditions and conditions noted on the August 14, 1978 sewage disposalppermit are necessary to assure proper func- tioning of the sewage disposal system. Please contact this office for a revision of approval of the design prior to any installation. Please note stubout locations have been moved without our approval on several other jobs in which your firm has been involved in Jefferson County and installed too deep. Please note on the face of the permit that it states, "Stubout E. D.Brown November 16, 1978 Page 2 plumbing above foundation footing." Please resolve this problem in doing future construction.
