Engineers • Land Surveyors • Planners Construction Coordination • Materials Testing NTI Clark Associates Evaluation of Bluff For Placement of Mobile Home Esther Thurlow Nordland , Washington May , 1986 General On May 16 , 1986 , Thomas R . Frank of Clark Associates , A Division Of Northwestern Territories , Inc . , made a field inspection and evaluation of a waterfront mobile home site on a beach bluff in the vicinity of Nordland , Washington . More specifically, the site fronts Kilisut Harbor (Scow Bay ) and is located at 3421 Flagler Road just south of Nordland (Section 9 , Township 29 North , Range 1 East , W .M . , Jefferson County, Washington) . The owner of the property, Mrs . Esther Thurlow, has subdivided her property and plans to locate a mobile home on the lot just north of the existing house . Description of the Property Site The Thurlow property is bounded on the east by a near vertical bluff of stratified silts , sands and gravels (see typical section) . The toe of the bluff appears stable (approximately the angle of repose for the soils ) with vegetation scattered along its length . Erosional wave action on the bluff appears minimal and would pose significant degradation only at a high tide cycle with coinciding strong north winds . The property is generally flat lying with an approximate gradient of five percent , sloping from Flagler Road toward the bluff (east to west ) . Several trees to 12 inches in diameter exist near the bluff edge . These trees have been topped and should afford soil stabilization, due to their root system which adds soil reinforcement and moisture absorption through transpiration. The placement of the mobile home should be a minimum of 35 feet from the edge of the bluff . Soils at the site will provide adequate bearing capacity . 2 . The existing concrete slab should provide a satisfactory foundation and setback for a small garage structure (the reinforcing character of the concrete is unknown and therefore this recommendation should be qualified) . 3 .
