Johnson Cc: Frank Hall; Carl Smith Subject: RE: Storm Water Plan Hi Michael, Given that DCD supports Public Works recommendations, in order for Mr. Durgan to construct his stormwater facilities you'll need to address Public Works comments. Once satisfied, Public Works will notify DCD that our comments have been adequately addressed and with that Mr. Durgan can construct his stormwater facilities. The requirement to pave the road approach was a condition in the Dec. 3 2008 Land Use Permit,as well as being a condition of approval for each building permit thereafter. Once the stormwater system is approved and installed, if the apron has not yet been paved and you believe it is still not feasible,then provide a letter from your asphalt supplier to the County explaining why and have them provide a date when they anticipate being able to install. Alternatively,there are no restrictions on pouring concrete this time of year, could it be an option? With the above letter, and acknowledging that David Johnson stated below that building A must be finaled prior to an additional TCO being issued, Public Works could make a recommendation to DCD that the paved apron requirement not restrict issuance of a TCO on the second building (E), but again that decision is theirs to make. The requirement to pave the apron would however remain as a condition of final approval. Building A has had a TCO since October 29,2013 (see attached). That was only good for 90 days. Mr. Durgan had ample time to final Building A and has not done so. That building must be finaled prior to any additional TCO being issued. Also,the stormwater infrastructure for both Buildings must be installed to adequately treat stormwater runoff from those buildings per the approved plans (or plan revisions as you've submitted) prior to a TCO or CO being issued. I would like a temporary occupancy for BLD11-00297 for 90 days. Once Public works has approved my revision request for storm water I will be moving forward with that and will complete it in 90 days, weather permitting. I do have temporary erosion control measures in effect that were viewed and passed by the building inspector. 1 Additionally I will complete the landscaping if it is allowable to substitute Douglas Fir trees in place of the Red Cedar trees on the plan as I have mature fir trees available. Rhododendrons are not currently in stock but should be by March. I would appreciate your consideration in this matter. The Department will not give final approval for the project until the Agreement has been signed by the proponent and filed with the Jefferson County Auditor and the original agreement has been submitted to the Department. d) Prior to final occupancy approval, the proponent shall submit a copy of the Operations and Maintenance Manual to the Public Works Department for review. • • 11.) If required, the applicant shall apply for and obtain a NPDES Construction Stormwater General Permit from the Washington State Department of Ecology. 12.) 11. The project shall comply with the following conditions required by the Public Works Department regarding road access: a) All access to the storage units shall be via the access permitted under RAP00-00105. The road approach shall be constructed to the standards of the Jefferson County Public Works Department. The access is a commercial approach and will therefore require a paved apron. b) The storage units shall be fenced or gated so that the access to the existing residence on the north property boundary is not used for routine access to the storage units. c) Prior to final approval the proponent shall pay the Public Works Department's fees for reviewing the application and plans, site inspections, and final approval. The Department's current fee is$79 per hour. 13.) No sign shall hereafter be erected or used for any purpose or in any manner except as permitted by the regulations of JCC 18.30.150 Signs. 14.) The storage and handling of inflammable liquids, liquified petroleum, gases and explosives shall comply with rules and regulations falling under the jurisdiction of the fire marshal, the laws of the state and other local ordinances.
