HI, Colleen,
I talked with you last week, registering my complaint about changing our road name from Chickadee Lane to
Chanterelle lane. 3 of the 4 families on the road are basically opposed to changing the name, but we (Millers
and Rudes) felt it was probably in the best interest. It has become a bone of contention in the neighborhood
and we would like no further action taken on renaming the road. The Rudes have sent you a formal letter
requesting their names be removed from the petition. Please consider this e-mail our request to remove our
names from the petition to rename Chickadee Lane to Chanterelle Lane. If you need something more formal,

RE:Petition to Name a Road to Chanterelle Lane in Quilcene Bay Vista,Quilcene WA
Dear Ms.Zmolek,
I just received today a petition to create a new road name for a leg of what had just been named
Chickadee Lane in 2011. The proposed name is Chanterelle Lane,and the petition was filed by
Carl Smith,one of the 4 residents on this lane.
I greatly oppose this name change,and any name change at all. I talked with Fire Chief Larry Karp
today on the phone and he said that Carl approached him a few months ago about this issue. The
Chief did not request the change,Carl Smith did. Chief Karp said that we do not need to name the
road,it is not required. It is only if the majority of the people living on this part of the road want it
changed,and that needs to be 3 out of the 4. Chief Karp said he did not request this change be
made. He said that Carl asked him if the people here could be told it would be easier to find our
houses in case of a fire and the Chief said no—they could not be told that. The Chief said they
could find our houses no matter if the name was changed or not.
I also talked to the two other neighbors in the petition—Bob&Le Rude,and George and Reta
Miller. They were under the impression that the road naming was necessary and that they had to
do it. That is why they signed the petition. They said they do not want to change their addresses,
it presents a hardship to us all. And it appears that it does not need to be done,at least according
to the Fire Chief. I believe the Millers and Rudes will now be sending you letters removing their
approval signatures from the petition.
We went through this process 2''A years ago in early November of 2011 when the road was named
Chickadee Lane. Everyone signed off on it at that time,and absolutely no one at the county
suggested that we should give a second name to this part of Chickadee Lane.
Also, I think it was highly inappropriate for Carl,given his position as Director of Planning,to offer
$500 to each party who would sign the petition. I have copies from the neighbors of his emails
making this offer twice. At the same time for some unknown reason my husband and I were not
receiving these emails,we were uninformed. Carl never told us personally that he was filing the
petition,never asked for our input nor approached us to sign the petition,even though during the
last 4 months, he has had repeated phone conversations with my husband on other subjects. We
did not know any of this was going on until today.

We are removing our approval from the attached petition.
It has come to our attention since signing the petition that John and Beverly Wicknick, 73
Chickadee Lane, Quilcene WA 98376, were not aware of the name change request as we were
led to believe, and are opposed to it. Had we known this, we would not have signed the
petition. When we re read the letter from the Fire Chief, we realize that the Road Name change
is not required as we were led to believe, but could be requested. The letter states "However,
do not be concerned, we will find your home even without the name change." We have
attached the letter for your convenience.

Dear Chickadee Lane homeowners:
It has come to my attention that there is interest in naming the currently unnamed spur road leading to your
homes. I understand that although your road address is Chickadee Lane, none of you actually have direct
driveway access off of Chickadee Lane. Instead, each of you takes direct access off an unnamed spur road
connected to Chickadee Lane. Along with this letter, I'm providing a survey map showing the locations of
Chickadee Lane and the unnamed spur road that provide direct driveway access to your properties.
We have many unnamed spur roads in Quilcene which do not cause us as emergency responders a problem. But
we also have a number of residents who prefer to have a more accurate street address. Naming that road will give
emergency responders a more accurate location to find your home and could reduce response times.'M wro ver,
do not be concerned, we will still find your home even without the name change. I just want to assure you that as
far as emergency responders are concerned, there is no down side to naming the road in front of your home, I
would actually encourage it.
To name the road in front of your home, I suggest you to go through the road naming process with Jefferson
County and acquire an official road name for the spur road that you use to access your properties. The road name
would be decided on by the homeowners living on the road with approval from several county offices including
mine. .
Having this road named is a great way you can help emergency responders find you as quickly as possible in the
event of an emergency.

Enclosed please find a copy of a petition that has been submitted to name the access road adjoining your property.The
naming of this road may affect your property address.Therefore,copies of the petition with the road name choices and a
map with the road highlighted have also been enclosed for your review.
The E911 Road Naming Ordinance was established to outline a method of assigning address numbers and naming roads to
provide for the safety of county citizens and property.Enclosed is a Frequently Asked Questions handout that explains the
road naming and addressing process in more detail.
The petition was sent to Fire Chief Larry Karp and JEFFCOM. Both made the following comments:
Chanterelle Lane: We can approve this name change for the roadway.
Please review the road name proposed. Road naming is a public process and your input and comments are encouraged. If
you should so choose to be a part of naming your road please contact me by MONDAY June 2,2014.
The name that is preferred by a majority of property owners along the road,while still meeting all of the road naming
criteria,will become the new road name. Everyone's input is important.Additional road name ideas will be accepted for
review,until the above deadline,but only the name that has a majority approval by the adjacent property owners will be
chosen.
