MEETING MINUTES – Thursday, June 25, 2015

OPENING BUSINESS:
Meeting called to order by Al Cairns at 3:01 PM.

Approval of May 28, 2015 minutes: John motioned and Kathleen seconded. Motion carried.

OPERATIONAL REPORTS:
Solid Waste Report given by Tom.
Tom distributed updated charts and graphs and revised tonnage reports.
Discussion included the CPG reductions, waste, expenditures, revenue, funding model, cut back areas
should revenue drop and importance of education.
OLD BUSINESS:
Chapter 4 Recycling:
Discussion of 50% goal. Typo – the 53.1% is an average. The 2013 rate is 48.2%. The rate has
declined over the last 3 years. For the plan there needs to be a rate set. The % goal is used
when applying for grants and funding. Table this until the end of plan when doing final
overview. A reasonable goal would be to consistently achieve a 50% goal?
Discussed briefly single stream recycling and contamination.
Discussion and clarification on the Recycling Materials Policy Statement. The standards listed
“should” meet the standards in the policy as listed.
Table 4-1:
Skookum Contract Services is the correct name to use.
Add MRWF to Fluorescent bulbs recycling and used oil
DM Disposal should be DM for the city and Murrey’s Disposal for the unincorporated county.
Laura will email a corrected paragraph about School Programs to Rick.
Commercial Recycling Programs: change the word “include” to “example” for recyclable items.
Change the lines on graphs to gray-scale friendly
Table 4-2:
Add shoes to Clothing & Textiles
The Priority Level wording, change to group 1, 2 & 3 and label “Handel-ability”.
Add additional bullets for Substantial capital costs or directives by officials being cost
prohibitive.
Alternatives:
A: Discussion on more frequent collections.
B: Reword last sentence
E: Glass is not separated by color
H: Do not name company – make generic – approved facility
At a fee of $0.25 per battery “for instance”

Chapter 5 Organics:
Discussions on the following:
Community Composting of Food Waste
Hansville has a facility starting post-consumer food waste
How to encapsulate the opportunity for Food Waste
A tour of the Hansville facility is available
Anaerobic digester – in Thurston County, WSU is doing a study on this possibility
Try to include household food waste program in the goals
County will support private sector/decentralized enterprises to divert food waste,
from residential, post-consumer etc.
Rick will add alternative and send out new rating sheet.
