Dear GABRIEL GREENSTEIN.
We have started the plan review process on the subject permit. Unfortunately, we are unable to finish
the necessary plan review. We are in need of additional information and/or items as listed below:
1. Building permit application to allow the approval of the existing non-permitted configuration of the
subject building originally permitted under BLD08-00269. Nc further review or issuance of the Change of
Use permit BLD15-00078 will not be processed prior to approval of#1.
2. Mechanical Permit application for installation of the CO2 Extraction Machines. Fees will be based on
commercial valuation of the project.
3. Occupancy- number of employees proposed in each of the three units identified for Building 205.
4. All applications and modifications shall be submitted through the Permit Technician.
Please submit the necessary items in order for us to complete the plan review process of this permit. If

Stormwater management
The Public Works Department has reviewed the proposal and notes the following:
• The Jefferson County Unified Development Code, JCC 18.30.070 Stormwater
Management Standards adopts the standards and minimum requirements of the
Washington Department of Ecology Stormwater Management Manual for Western
Washington.
• The proposal includes construction of a 4,959 square feet warehouse and 220 square
feet of pervious pavement.
• The site is adjacent to an existing 10,000 square foot warehouse with a stormwater
infiltration system that was constructed under Jefferson County Building Permit
BLD07-00310. There is a shared access constructed with pervious asphalt. Jefferson
County Public Works Department staff inspected the infiltration system prior to
backfilling.
• The Soil Survey for Jefferson County depicts the soils on site as loamy sand.
• The proponent has submitted a Jefferson County stormwater management template
dated 6/18/2008 that discusses construction stormwater pollution prevention and
permanent stormwater management best management practices (BMPs).
• Th^ pr^p^r.cnt proposes to infiltrate runoff from the warehouse in a 250 square foot
infiltration trench with a design identical to the previous development. The design is in
conformance with design criteria from the Kitsap County Stormwater Management
Manual adapted to the Port Townsend rainfall regime.
The Department recommends approval of the proposal with the following conditions:
• The proponent shall implement the BMPs from the stormwater management template
dated 6/18/2008.

• The proponent shall contact the Public Works Department (385-9162) for an inspection
prior to backfilling the infiltration trench
• The proponent and subsequent occupants shall ensure that materials used and stored on
the site do not contaminate stormwater runoff. This may require, as appropriate,
additional Best Management Practices such as covered storage, containment structures,
and/or a spill response and cleanup plan.
• In order to ensure that the approved stormwater management facilities are appropriately
maintained for the life of the project, the proponent shall enter into a Stormwater
Management Facility Maintenance Agreement with Jefferson County. Prior to final
approval of the project,the Department will send a copy of the Agreement that has been
signed by the Public Works Director to the proponent. The Department will not give
final approval for the project until the Agreement has been signed by the proponent and
filed with the Jefferson County Auditor.
• The Department's fee for reviewing Stormwater Site Plans and Construction
Stormwater Pollution Prevention Plans and inspecting implementation of best
management practices is $62 per hour. Fees must be paid prior to final project
approval.
