Subject: Planning Commission District 2 appointment
STATEMENT OF ISSUE:
The Planning Commission has a vacancy in District 2 and DCD has received an application for
this position from a citizen from District 2.
ANALYSIS
The District 2 position of Patricia Farmer expired March 17, 2015, Ms. Farmer was approved for
a temporary re- appointment by the Board of County Commissioners until June 30, 2015, and
continued to serve until May 20, 2015.
This position was advertised in the County's newspaper of record; Port Townsend Leader, on
March 18, 2015 and again on May 13, 2015, as well as posted on the Jefferson County
website from March until August 2015. To date, DCD has received one application for this
position, from Mark Jochems.
A long -time resident of Jefferson County, Mr. Jochems operated his own marine trades business
at the Port of Port Townsend for 20 years, and served as a volunteer on the Jefferson County
Economic Development Council for 11 years. He also is co -owner of two out -of -state farms. The
culmination of his marine trades and agricultural experience as well as serving on the Economic
Development Council makes him a strong candidate for the position.
FISCAL IMPACT /COST- BENEFIT ANALYSIS:
There is no additional fiscal impact for appointing a new member to serve on the Planning
Commission. DCD's annual budget for Planning Commission support is based on a full
complement of nine (9) members.
RECOMMENDATION:
Appoint Mark Jochems as a District 2 representative on the Planning Commission to serve the
remainder of the four year term until March 17, 2019.
