LIGHTING: Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. Exterior lighting for residential uses shall not exceed twenty feet (20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 2. BUILDING HEIGHT: The building height is not to exceed 35 feet. 3. OUTDOOR STORAGE: Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 4. UNLICENSED VEHICLES: Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 5. PARKING: A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 6. This permit has been reviewed consistent with JCC 18.40.130 & 140. Notice: this permit does not excuse the applicant from complying with other local, state and federal ordinances, regulations or statues, applicable to the proposed development, but consistent with RCW 90.58. Future development beyond that specified in this permit shall require further review. 7. BMPs: The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 8. NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development, but consistent with RCW 90.58. Development pursuant to this permit shall be undertaken subject to the applicable policies and performance standards of the Jefferson County Shoreline Management Master Program and the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that "takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine 2013-03-07_SFR_StdConditions 3/7/2013 1 • Fisheries Service can levy penalties. Portions of Jefferson County, including marine waters, are included as "critical habitat" for a listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters Remove minimal vegetation for site development, especially large trees Allow trees that have fallen into surface waters to remain there Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches The Federal Bald and Golden Eagle Protection Act requires landowners within 660 feet (1/8th of a mile) of an eagle nest to consult with the US Fish and Wildlife Service. This Eagle Act prohibits anyone from "taking" bald eagles. This federal law defines the term "take" and describes the possible legal consequences when a "take" occurs. Among other actions, "take" includes a disturbance of bald eagles or their habitat. Under federal law a permit may still be required for activities that impact bald eagles or their habitat. Contact the US Fish and Wildlife Service (http://www.fws.gov/pacific/eagle/) to learn more about how this law affects your project. Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. The bank is covered with vegetation, mostly small willows and shrubs of similar character. 4. Describe the existing soils. Indicate soil type on the site map. Existing surface soils are samdy loam,to a depth of about 10" near the 50'setback line,and up to 30" near the center of where the house will be placed. Below the topsoil layer is medium sand&gravel. 5. Describe the existing site hydrology (i.e.,drainage; behavior of water on the site—above, below, and on the ground). Indicate existing stormwater drainage to and from the site on the site map. Depict separate drainage basins on the site map, if applicable,and indicate acreage of each. _ The site is dry on the surface. even during heavy rains. The existing grass and soils below seem to absorb 100% of the storm water. There do not appear to be any"seeps" on the bank below. 6. Describe any excess levels of noise generated by the proposed use or activity: Construction of a new home alwasy produces some noise from heavy equipment and from compressors. nail guns. and circular saws. This noise will be temporary, and will be conducted only during normal working hours. • • 7. Describe significant geographic features and critical areas (i.e., environmentally sensitive areas such as wetlands, streams, steep slopes,etc.)on the site. Indicate location on the site map. The site is a small waterfront lot, overlooking the Port Hadlock Marina at the west end of Port Townsend Bay. The north property line of the lot is at the mean high tide mark on a grawely beach. The northern most 20' of the lot is a sloped bank of about 20' in hieght,with vegetation all the way to the top. 8. Describe the general vicinity of the site, including adjacent land uses and structures,utilities, roads,and sensitive critical areas (streams,wetlands, lakes,steep slopes,etc.). Lot 23 is the third lot from the west edge of the Villas By The Sea development. To the west of the property is_ the Hadlock Bay Hotel and Restaurant. To the north is the Hadlock Bay Marina. The property is served by _ Edgewater Court, a private street,bordering lot 23 on the south. Other homes in VBTS are to the east. Permanent Stormwater Control Plan This portion of the Stormwater Site Plan consists of the selection and installation of the appropriate stormwater control BMPs and facilities to remain in place after construction of the project is completed. 'Medium" size projects are required to have the totals calculated of all impervious surfaces, pollution-generating impervious surfaces, and pollution-generating pervious surfaces to verify that the thresholds for treatment facilities and flow control facilities are not exceeded. g, Describe the developed site hydrology, as proposed. Indicate whether stormwater will be fully dispersed (i.e., per BMP T5.30 in the Manual)or, if not, what types of stormwater flow control will be utilized for the site or specific threshold discharge areas within the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. The proposed Rain Garden system is designed to achieve 100%infiltration and dispersal of all stormwater on-site. The sizing of the system was done using the guidelines for poor draining soils according to the Rain Garden Handbook _ for Western Washington Homeowners published by the WSU Pierce County Extension University. All storm water that can be directed to the south rain garden (away from the bluff)will be so directed. The north rain garden will be placed- --—as far away from the bluff as possible, and will be oriented to parallel the bank for as long a distance as the site allows.- ._ 10. If the project requires the use of stormwater treatment facilities,describe the types of stormwater treatment facilities proposed for use on the site. Locate these facilities on the site plan and differentiate proposed facilities from existing facilities. (This is normally for"large"projects or projects that involve the potential for dispersion of contaminants.] N/A 11. Describe the performance goals and standards applicable to the project. The main performance goal is to achieve 100%on-site infiltration of storm water. Preservation of the bluff, and protection os the waters below are the reasons for this goal. 12. Describe the flow control system. Flow control is managed by the gravel beds in the bottom layer of the rain gardens. Water enters the rain garden _ through the PVC tight lines from the rain gutters on the roof,then is spread the width of the rain garden in the _ gravel bed,. Some storm water is drawn up through the topsoils where the plantings assist with evapotranspiration,_ while the rest is infiltrated directly into the gravelly soils below. • • 13. Describe the water quality system. The Rain Gardens are the water quality system. The nature of this kind of system allows the natural processes in the -soils to cleanse the water as it is being absorbed and dispersed. 4. Describe the conveyance system analysis and design, Downspouts from the roof will be directed to a 4" PVC piping system, sloped to drain to the rain gardens. 15. Describe the source of fill material,physical characteristics of fill material,and deposition of excess material. —Existing soils on the site are ideal for rain garden construction, and will be all that is used for the rain garden —construction and for the leveling of the front yard. The only fill material brought in will be the fill for under the _house and garage floor slabs. This will be contained within the foundation area, and will all be screened gravel, tightly compacted in 6" lifts. 16. Proposed methods of placement and compaction consistent with the applicable standards on Appendix Chapter 33 of the Uniform Building Code. —The fill for the slabs will be placed in 6" lifts, and each lift compacted with a vibratory plate compactor. 17. Describe the proposed surfacing material. The short driveway slab will be pervious concrete,as will the sidewalk connecting the driveway to the front door.The balance of the lot will be restored to it's present state, surfaced with topsoil and plantings appropriate for the location.- '?, Describe methods for restoration of the site. _Existing soils will be used to restore the grades and soil functions to existing levels, except as required for the construction of the home. 19. An Operation and Maintenance Manual is required for each flow control and treatment facility. List here and include any special reports or studies conducted to prepare the Stormwater Site Plan. _We dug three test holes on site, and poured water into each one., measuring the amount of time it took for a — specific amount of water to infiltrate into a specific surface area of soil. In all three test holes, inflitration occurred at a rate of 1/2 gallon of water per square foot of surface area in three minutes. This would equal 1Ogph/sf. 21 List other necessary permits and approvals as required by other regulatory agencies. N/A • • CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN(SWPPP) The Construction SWPPF addresses sediment and erosion control during construction. The BMPs indicated by the applicant in the template that follows must be installed on the ground during all construction phases of the project. The proponent is responsiole for preventing sediment and erosion impacts to environmentally sensitive areas and off-site areas. Clearing limits are established by the lot lines to the east ans west, by the street to the south, and by the — required waterfront setback on the north (water side). A silt fence will be placed along the north and west— sides of the work area, and will be maintained throughout construction. — 2. Establish Construction Access. __After removal of the topsiol from the driveway area, course crushed concrete will be used to establish _a single construction access to the property. This material will be left in place to provide a portion of the _base for the finished pervious concrete driveway. 3. Control Flow Rates. Until all permanent storm water systems are in place and functional, silt fences and hay bales will be _ employed to control flow rates and directions. The north rain garden will be completed and functional before the foundation is constructed, and will be part of the construction storm water control strategy.- 4. Install Sediment Controls. Hay bales and filter cloth will be used as needed to assure that the north rain garden does not get inundated with silt. 5. Stabilize Soils. Backfill and planting will occur as soon as foundation is constructed, before the main floor are garage slabs_ are poured. This is necessary to allow access to the affected areas by heavy equipment, which must use the house footprint as their means of access. 6. Protect Slopes. The north silt fence will be placed in the middle of the grassy area between the waterfront setback line and _ the salal border at the top of the bluff. This will allow most silt (if any) to be screened out by the grass above the silt fence, and any remaining silt to be screened out by the grass below the silt fence. Based on - -our observations and the results of our test holes, there will be no sheeting of water on the surface. 7. Protec: Drain Inlets. Filter cloth will be placed over the entrance to any drain pipes that might be exposed to siltation until the soils have been stabilized and the hazard mitigated. Hay bales will be used to hold and direct water to the intended repositories. • • 12 Req;.ired Elements–Construction SWPPP(continued) 8. Stabilize C'annels and Outlets. There are no channels or outlets. 9. Control Poactants. —There should be no significant pollutants from this site. As with any driveway,where equipment or vehicles — —are working or parking, there can be some discharge or leaking of fluids. In this case,these would be captured- -by the rain gardens, and any effects would be mitigated by the natural process of the soils. — 10. Control De-Watering(the act of pcmoing groundwater or stormwater away from an active construction site). No dewatering will be needed on this site. No pumping! 11 Maintain Best Management Practices(BMPs)_ Maintenance of BMPs requires daily inspection, and repair as needed. 12. Manage the Project. Weekly safety meetings include review and up-dating of our Built Green goals for the project. This includes inspection, review, and maintenance of the BMPs as noted above. 2. Adjacent Areas. a. Description of the adjacent areas that may be affected by site disturbance (e.g., streams, lakes, wetlands, residential areas,roads). The lot to the west is all mowed grass,with a slightly lower bluff than on our site. The bluff to the north is approximately 20' high, with a slope of about 45%. There is a home immediately to the east, with a fully landscaped yard, and Edgewater Court (a private street) lies to the south. Port Townsend Bay lies to the north at the bottom of the bluff. _ b. Description of the downstream drainage path leading from the site to the receiving body of water(minimum distance of 400 yards). There will be no surface or piped path leading from the site to the adjacent waters. 100%on-site infiltration will be achieved,so any movement of water will be along the natural subterranian pathways. 3 Environmentally Sensitive Areas. a. Description of environmentally sensitive areas that are on or adjacent to the site —Port Townesnd Bay lies immediately to the north of the property. Port Hadlock Marina fills the area of the bay- -in front of this proposed residence. – • • b. Description of specia requirements for working in or rear environmenta ly sensitive areas. Do not allow anything to flow or otherwise directly enter the waters of Port Townsend Bay. 4. Erosion Problem Areas. Description of potential erosion problems on site in the context of the charactehstics of the on-site soils(e.g..erodibility,settieabi!ity,permeability, depth,texture, soil structure). Soils are very stable, but care still needs to be taken to distribute storm water along it's previous path to the _ —extent feasible. Proposed wet season construction activities. —The initial site preparation, excavation, and foundation will occur during the end of the Spring wet season. The- -final grading and installation of the south rain garden will occur near the beginning of the fall wet season. - b. The silt fence and north rain garden will be installed prior to commencement of any other construction activities, providing protection for the environmentally sensitve bluff. 7.
