Permit issued to CONSTRUCT, ALTER, REPAIR OR MODIFY AN INDIVIDUAL SEWAGE DISPOSAL SYSTEM IN JEFFERSON COUNTY, WASHINGTON This permit is issued for a period of three years (unless otherwise stated above) in accordance with Jefferson County Rules and Regulations for On-Site Sewage Systems, codified in JCC 8.15 as amended. This permit may not be renewed. The conection to the existing systems 4" influent line must be placed well befor the inlet bafle of the septic tank. Make every effort to disperse the energy from the pump to reduce the stiring/mixing of the solids in the septic tank. 2.) Approval of this permit does not assure the existing septic system has capacity for all uses allowed by current code. 3.) 5' separation required between vault and foundation 4.) Health Dept. required to observe pressure test with system designer when system fully installed/complete, 48 hours notice to be provided for scheduling. 5.) Designer must be contacted prior to start of construction and for inspections during installation. DESIGNER IS REQUIRED TO DO A PRECOVER INSPECTION ON ALL TYPES OF SYSTEMS. 6.) H - AS PER WAC 246-272AAND JEFFERSON COUNTY CODE 8.15 ALL ONSITE SEWAGE SYSTEMS REQUIRE THAT A RESTRICTIVE COVENANT REGARDING THE MONITORING OF THE ONSITE SEPTIC SYSTEM BE RECORDED TO THE PROPERTY TITLE. This onsite sewage system is designed for domestic strength wastewater only. Disposal of any other waste strength is considered a violation of this permit. 12.) Approval/issuance of a sewage disposal permit or installation of a septic system does not guarantee the approval of other development or a building permit on this site. Future buildings that require connection to an on-site sewage system (OSS) shall only be approved if the OSS meets the current standards and codes in effect at the time of the building application. 13.) This system as designed and approved is sized for only one single family residence. It is not sized for an Accessory Dwelling Unit (ADU). The minimum daily design flow per residence is 240 GPD. 14.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 15.) Contractor to contact designer for pressure test. General Construction Notes 1. The work described herein consists of construction of an on-site waste water system. 2. The contractor shall be knowledgeable and experienced in the construction of this type of waste water system and shall hold a valid certificate from Jefferson County Division of Environmental Health. 3. If during the installation of the system the contractor finds soil conditions that may lead to premature failure of the system, construction shall be terminated immediately and the designer notified. Such soil conditions may include groundwater, fill, clay, highly compacted soil, bedrock or excessively permeable soils. , Q.A%, '°? 0 "N3 1. Transport pipe and laterals shall be Schedule 40 PVC, unless otherwisiPiex stated in design, solvent welded joints. All fittings shall be Schedule 40. All transport pipe in traffic areas shall be Schedule 40. Back fill in traffic areas shall be pitrun gravel and compacted. All gravity pipe shall conform to ASTM D 3034. All gravity and transport pipe shall be bedded, using native or imported material free of rocks, debris and sharp objects. Double case in traffic areas as described in plans. 2. All exposed soil shall be seeded and mulched prior to the final inspection. Seed shall be spread at an approximate rate of 10 lbs. per 5,000 sq. ft. 3. The installer shall be responsible for constructing the system according to plans and conditions of permit and shall be responsible for its proper operation and function for one year. The owner shall be responsible for operating and maintaining the waste water system in accordance with WAC 246-272A-15501. 4. Any changes, substitutions, or deviation from these plans shall be approved by the designer and by the Jefferson County Environmental Health Department. 5. The installer shall grade to divert all surface water runoff away from tanks and drain field/reserve areas. 6. The bottom of the trench or bed may be inspected by the designer prior to placing•sand fill or drain rock and shall not exceed +/- 1/2" from level. 7. Notify designer 48 hrs. prior to pressure test, after permanent power has been connected to panel and L. and I. inspection complete. Any deletions from • plans, or necessary adjustments, shall be completed by installer. 8. Setbacks to all known water lines shall be a minimum of 10'. No crossing of water lines with any septic component shall be allowed, except as included in septic design approved by Jefferson County Health Department. 9. Setback from the building foundation wall shall be 10' minimum to drain field, 5&apos; minimum to tanks and 2&apos; minimum to non-perforated sewer pipes. 10. Setback from property lines, easements lines, and driveways shall be a minimum of 5', for both drain field and reserve areas. 11. Water saving appliances, fixtures, and practices are to be used. 12. The septic and pump tanks, drain field and reserve areas are to be protected from vehicular traffic or mechanical disturbance. 13. The installer is to verify pump requirements at the time of installation. 14. The designer is to provide the " Record Drawing " and letter of certification. 15. This system has been designed in accordance with WAC 246-272 A and the most current Department of Health "Recommended Standards and Guidelines for Pressure Distribution Systems," and has been approved by the Jefferson County Health Department. Nevertheless, negligence or improper action on the part of the users could result in the premature failure or malfunction of the system or its components. The system consists of a septic tank, pump chamber, and drain field. The contractor shall be licensed, bonded, and certified by the Jefferson County Department of Environmental Health. The contractor shall give the designer forty-eight(48) hours minimum advance notice of installation. Inspections: A pre-construction on-site meeting with the installer shall take place for the purpose of layout. Inspections will be required during construction at the following completion phases: A. Trench Inspection 1 Excavation B. Trench Inspection 2-Completed with Plumbing Before Cover Tanks/Pump/ Controls Inspection C. Final Septic Tank: The septic tank shall be a standard two-compartment 1000 gallon concrete tank. The tank shall meet state and Jefferson County Codes and shall be water-tight. Inlet and outlet sanitary tees made of plastic material shall be installed. The outlet tee shall have a screened baffle. Risers shall be installed to finish grade on both access ports. "Jet-Set" or equivalent shall be used to secure the risers to the tank. Grout or mortar will not be acceptable. Care must be taken to ensure a water-tight seal. Be sure to fill the tank with water when the installation is complete. Pump Chamber: The pump chamber shall be a standard 1000 gallon single-compartment concrete tank. The tank must be water-tight and meet state and Jefferson County Codes. A riser shall be installed over the access port and shall extend to finish grade. "Jet-Set" or equivalent shall be used to secure the risers to the tank. Grout or mortar will not be acceptable. Care must be taken to ensure a water-tight seal. Be sure to fill the tank with water when the installation is complete. Lateral, manifold, and transport piping shall be CL 200 PVC or better and shall be solvent welded. All piping within the pump chamber shall be schedule 40 PVC or better and shall be solvent welded. All fittings shall be schedule 40 PVC or better. conspecs.wps Pump and Controls: The pump shall be a non-clog submersible sewage effluent pump and meet the following specifications: Minimum delivery capacity: 45.3 GPM @ 22.9' TDH Discharge size: 1 1/2" dia. minimum Total dose: 40 gal. + 10 % The pump shall be able to pass a three-eighths inch solid sphere and be safe in areas of explosive gasses. Pump information, such as specifications, operation, and maintenance, etc., shall be submitted to the designer prior to or at the time of final inspection. A sediment shroud shall be placed around the bottom of the pump extending to 18 inches above the bottom of the pump tank. Controls shall be AQUA WORX or equal. The control panel shall have a NEMA 4 enclosure if exposed to the weather or a NEMA 1 if placed in a weather tight building. The alarm circuit will be separate from the pump controls. A dose counter and timer are required. The pump shall be installed in the pump chamber per Department of Labor and Industries Policy 85-07R. (Electrical Inspection). ASTM C-33 filter sand is not required for this installation. • The Drain Field: All piping shall be installed as shown on the plans, or as directed by the designer. Fill material shall be free from large rocks or objects which may damage the pipe. Laterals shall be installed level with an accumulated elevation difference not to exceed 3/4". The laterals shall be thoroughly flushed until free of all dirt and plastic shavings prior to inspection. 90 degree sweeps with cleanouts & monitoring ports shall be installed in round valve boxes at the ends of all laterals. An 18" length of#3 rebar shall be driven into the ground at each end of the manifold piping to assist in future location purposes. The sidewalls and bottoms of all trenches shall be hand-raked after excavation and before the placement of gravel and distribution lines to remove smears caused by the excavation process. The designer must have all pump curve data, technical support manuals, warranty cards and operating instructions for all components to assist us in our maintenance &monitoring efforts.
