Al called for motion to accept minutes as amended. John moved, motion carried. Correspondence: None Guest Speaker: Rick Hlavke, Solid Waste Plan BUSINESS: SWMP updated Chapter 4 Recycling. Discussion on the Recycling Materials Policy Statement. Concerns about following the market to see exactly where the materials are going. Skookum has tried to follow to the ultimate destination and it has not been possible. There is not currently any similar certification required as with e-waste certification. Suggested changing the wording from “Materials must be sold to buyers engaged in business practices that are verified to be environmentally and socially responsible” to “Every endeavor will be made to sell to buyers engaged in business practices... ”. The original language was already adopted in policy. Rather than have it readopted with different language, suggested adding below the bullets a statement such as: this plan is intended as a guideline but not necessarily adhered to. Discussion followed on the E-waste program and including it in the plan. It is included in the plan and of note the electronic recycling done by Skookum covers the electronics not covered in the State E-Cycle program. Clarified that Skookum is Skookum Contract Services. Discussed including something about Jefferson County’s services are equal to surrounding urban levels. Jefferson County still maintains 24 hour drop boxes which most jurisdictions do not maintain. Discussion on contamination of the recycling bins by garbage. And garbage left adjacent to the bins that has to be taken care of by Skookum. Contamination occurs on a daily basis. There are more contractor type of materials being included with recycling. The whole container is dumped on a slab and manually gone through to remove garbage. Laura is going to make contact with the Port Ludlow Voice for an article on contamination in recycling. In 4.7: R3, R5, R7 and R8 concerns about using the word will. Replace with should. Also in the second paragraph keeping the existing language and adding “A cost benefit analysis should be done”. Chapter 5: Discussion about Food Waste composting. Goal for Diverting Organics: possible expand the statement. Such as “composting also helps meet sustainability goals such as shown in the State Beyond Waste plan see page 5.5. Laura will be sending out notices to the participants of the composting workshops to track by volume what they put into the compost that would have gone into trash for one week. 5.4 alternative A discussion about the cost of adding food waste to the composting and the facility needed to accomplish food waste composting. Also the handling and requirements to implement a food waste program. The alternatives are broad or general enough to take advantage of possible future funding opportunities. Ratings for the Organics Alternatives: Discussed Alternative A in the rating as an overall Medium. A notation will be made at the end that despite the high score, the cost is prohibitive. Rating of Alternative F was High. Discussion of recommendation ratings. These will be reviewed again at the next meeting. Discussion of current illegal dumping problems and lack of funding for enforcement and cleanup. Next Chapter is Garbage collection. Discussion on possible inclusion of curbside recycling of small metals. FROM THE FLOOR: The city put out square recycle bins that were immediately filled with garbage. Signage needs to be added to each bin. Showing of the signage that is going on the drop boxes. The photos are complimentary to the flyer/brochure that went out several months ago. The Wooden Boat Foundation is looking for canning jars to use in place of disposable drinking glasses. NEXT MEETING: August 27, 2015 MEETING ADJOURNED: 4:37 PM
