High Winds Incident } RESOLUTION NO. 32 -15
Declaration of Emergency }
WHEREAS, significant wind damage occurred in Jefferson County on August 29, 2015, that
resulted in widespread damage, and
WHEREAS, this major wind storm caused numerous power outages as well as road closures and
fires from downed power lines that have endangered lives and caused damage to public infrastructure and
private property, and
WHEREAS, immediate actions and repairs may be necessary to prevent further damage and
restore essential services, and
WHEREAS, persons and property are, or may be, threatened or damaged and access to property
may be impaired unless emergency efforts are taken to reduce the threat to life and property, and
WHEREAS, the county's Emergency Operations Center has been activated to fulfill the
responsibilities of Jefferson County according to Chapter 38.52 RCW that are necessary for coordination
of response and recovery:
NOW, THEREFORE, BE IT RESOLVED, that the Board of Jefferson County Commissioners
hereby declare that a state of emergency exists.
1. The Jefferson County Department of Emergency Management is directed to implement the
county's Comprehensive Emergency Management Plan as necessary for this emergency.
2. The impacted County departments are authorized to enter into contracts and incur obligations
necessary to combat this emergency and protect the health and safety of persons and property in light of
the exigencies of this emergency situation without regard to time consuming procedures and formalities
prescribed by law, with the exception of mandatory constitutional requirements.

SUBJECT: REAFFIRM RESOLUTION NO. 32-15 re: Jefferson County High Winds
Incident Declaration of Emergency
STATEMENT OF ISSUE:
On Saturday, August 29, 2015 a major wind storm occurred in Jefferson County that resulted in
widespread damage. The Department of Emergency Management requested that a Declaration of
Emergency be enacted by the BOCC that same day. The Commissioners were unable to hold an
emergency meeting on August 29, 2015 because of closed roads and downed phone service. On August
29, 2015, County Administrator Philip Morley read the proposed Resolution No. 32 -15 declaring an
emergency to David Sullivan by phone and received his approval of the Resolution. He physically
signed it on August 31, 2015. Later on August 29, the County Administrator was able to contact
Commissioner Phil Johnson in person, who also approved the Resolution as written, and signed it at
that time. Commissioner Kathleen Kler was out of the area and did not have phone service. She later
gave her concurrence and signed the resolution at a later date.
The Commissioners are being asked to reaffirm this resolution during a regular meeting of the BOCC
in order for it to be made part of the minutes.
