Statement of Issue: Change Order No. 1 with Bruch and Bruch Construction for the
Dowans Creek Road Realignment, County Project No. CR17993.
Analysis /Strategic Goals /Pro's Et Con's: This Contract is for construction of the road
realignment between Dowans Creek Road milepost 0.85 and milepost 1.53. The road
realignment is necessary in order to move the road out of an active landslide area and
preserve access to properties served by Dowans Creek Road beyond the slide area.
Change Order No. 1 was proposed by the Contractor to utilize an alternate material
for road embankment construction, providing a cost savings to the County.
Fiscal Impact /Cost Benefit Analysis: This change order will decrease the original
contract amount by $6,825.00, from $338,466.75 to $331,641.75. This project is
funded at 75% by the Federal Emergency Management Agency (FEMA), 12.5% by
Washington State, and 12.5% by the County Road Fund.
Recommendation: Public Works recommends that the Board execute all three
originals of Change Order No. 1 with Bruch and Bruch Construction and return two (2)
originals to Public Works for further processing.

You are ordered to perform the following described work upon receipt of an approved copy of this change order:
This change order authorizes replacement of approximately 1,300 cubic yards of Light Loose Riprap (Bid Item No. 8)
with a new bid item, Quarry Spall Blend (Bid Item No. 22), consisting of the following materials:
Approximately 1,000 cubic yards of 4!'- 2" spalls from Snider Quarry blended with approximately 300 cubic
yards of 3" -1 -112" minus crushed rock from Beaver Falls Quarry.
Materials
Section 8 -15.2 is supplemented with the following:
Materials for Quarry Spall Blend will be be visually approved and accepted by the Engineer.
Measurement
Section 8 -15.4 is supplemented with the following:
Quarry Spall Blend will be measured by the cubic yard of Quarry Spall Blend actually placed.
Payment
Section 8-15.5 is supplemented with the following:
"Quarry Spall Blend", per cubic yard. The unit price for the blended material shall be $32.35icy.
The estimated total decrease in the contract amount for this change order is as follows:
(1,300 cy)`($37.60 - $32.35) = $6,825.00
All work materials and measurement to be in accordance with the provisions of the standard specifications and
special provisions for the type of construction involved.
