Dear Mr. Eaton,
According to our records you applied for a building permit for garage/carport on parcel#961807114 on 05/10/1999.
Upon review of your application file we show that a request for additional information of a revised site plan was sent out to
you on 05/11/2000 and we have not received the material needed to complete the permitting process. We do have a note
stating you wish to get your drain field redesigned but are unable to afford it. Please submit a revised site plan and we will
move forward from that point.
Jefferson County Code states:
15.05.060 Building permits— Department of community development.
(3) Time Limitation for Applications. An application for a permit for any proposed work shall be deemed to have been
abandoned 180 days after the date of filing, unless such application has been pursued in good faith or a permit has been
issued; except that the building official is authorized to grant one or more extensions of time for additional periods not
exceeding 90 days each. The total time period of such extensions shall not exceed 180 days; provided, that additional
time extensions may be granted by the building official based on justifiable cause and written request of the applicant.
As of the date of this letter, we have no evidence of activity on this permit application in the time frame indicated above.
We strongly encourage you to either fulfill completion of this application so the permit can be issued or withdraw the
application.
Please be aware that building without required permits will incur significant penalties, as shown on the reverse of this
letter. If construction was started without a permit, we strongly encourage you to finish the permit application to avoid
additional penalty fees.
If we do not receive a response from you by April 30, 2014 we will deem the permit abandoned and proceed with closing
out the file. Any future work for this project will require a new permit application, and payment of current fees.
Please contact our department as soon as possible to arrange for completion or cancellation of your permit application.

Penalties for work without required permits or inspections
Pursuant to the authority granted to the Building Official in Section A109.6 of the 2012 International Building
Code, the penalty for commencing any work prior to obtaining required building permits shall be as follows:
For commencing work up to one year prior to issuance of required permits; the current standard fee, plus 15%
of the current standard fee, as established by the Jefferson County Community Development Department.
For commencing work more than one year but less than two years prior to issuance of required permits;
the current standard fee, plus 20% of the current standard fee, as established by the Jefferson County
Community Development Department.
For commencing work more than two years but less than three years prior to issuance of required permits, the
current standard fee, plus 30% of the current standard fee, as established by the Jefferson County Community
Development Department.
For commencing work more than three years but less than four years prior to issuance of required permits; the
current standard fee, plus 40% of the current standard fee, as established by the Jefferson County Community i
Development Department.
For commencing work more than four years but less than five years prior to issuance of required permits, the
current standard fee, plus 50% of the current standard fee, as established by the Jefferson County Community
Development Department.
For commencing work more than five but less than six years prior to issuance of required permits, the current
standard fee, plus 60% of the current standard fee, as established by the Jefferson County Community
Development Department.
For commencing work six or more years prior to issuance of required permits; the current standard fee, plus
75% of the current standard fee, as established by the Jefferson County Community Development Department.
The penalty for commencing any work prior to obtaining required building inspections may include an
immediate stop-work order and other measures as determined necessary by the Building Official, pursuant to
Jefferson County Code Chapter 18.50.

FINDINGS AND CONDITIONS OF APPROVAL AS REQUIRED UNDER THE
JEFFERSON COUNTY INTERIM CRITICAL AREAS ORDINANCE

FINDINGS:
In accordance with the authority provided under subsection 4.101 and the requirements contained in Subsection
5.402 of the Jefferson County Interim Critical Areas Ordinance, the following are findings of fact relating to the
referenced application:
1.) The application was reviewed by Jefferson County Permit Center staff on 5/10/99 for the potential presence
of critical areas regulated under the provisions of the Ordinance, and the following critical areas were
confirmed as potentially present on the subject property: Landslide Hazard Area (moderate), Seismic
Hazard Area, and Stormwater.
2.) Acting upon the above information, Jefferson County staff conducted a site inspection of the subject
property on 7/21/99 and 1/03/01 and confirmed the existence of the following critical areas and/or their
associated buffers on the property: Landslide Hazard Area (Moderate), Seismic Hazard Area and
Stormwater.
3.) The pole building was built prior to the issuance of a permit. The applicant was sited for illegally
constructing a pole building. The applicant has submitted engineering in conjunction with this proposal.
4.) All existing vegetation has been removed from the structure to the top of the ravine. The structure is
approximately 27-feet from the top of the bluff, and has been given a 3-foot reduction by the Critical Areas
Aaminietrator from the 30-foot required setback.
5.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material,
and groundwater that may combine to create problems with slope stability, erosion, and water quality during
and after construction or during natural events such as earthquakes or severe rainstorms.
6.) These bluffs are considered unstable and are subject to catatrophic slides. The potential for an earthquake
of a high magnitude occuring in western Washington in the near future is considered a high probability by
regional experts.
This waiver from the provisions of the Jefferson County Interim Critical Areas Ordinance is granted subject to the
following conditions. Any deviation from these conditions shall result in this waiver being revoked and the
application becoming subject to further review.
CONDITIONS OF APPROVAL:
1.) A vegetive buffer of 27-feet shall be permanently maintained from the top or edge of the landslide hazard
area. All buffers shall be measured perpendicularly from the top of the landslide hazard area. All vegetation
that has been removed shall be replanted and inspected by the Department of Community Development
prior to the issuance of the final Certificate of Occupancy.
Among the native coni species which may be used are: grand fir es grandis), sitka spruce(Picea
• ' 1` sitchensis), shore pin nus contorta), Douglas-fir (Pseudotsuga rziesii), western redcedar(Thuja
plicate), western hemloc (Tsuga heterophylla).
3.) Among the native tree species which may be used are: vine maple(Acer circinatum) big-leaf maple (Acer
macrophyllum), red alder(Alnus rubra), Pacific madrone (Arbutus menziesii), quaking aspen (populus
tremula), black cottonwood (Populus trichocarpa), bitter cherry (Prunus emarginata), Oregon white oak
(Quercus garryana), cascara (Rhamnus purshiana), Pacific willow(Salix lasiandra), Scouler's willow(Salix
scouleriana).
4.) Among the native shrub species which may be used are: service-berry (Amalanchier alnifolia), red osier
dogwood (Cornus stolonifera) salal (Gaultheria shallon), ocean spray (Holodiscus discolor), Indian plum
(Oemlaria cerasiformis), Pacific ninebark (Physocarpus capitus), red flowering currant(Ribes sanguineum),
wild rose (Rosa gymnocarpa), Nootka rose (Rosa nutkana), swamp rose (Rosa pisocarpa), willows(Salix
ssp.), red elderberry (Sambucus racemosa), snowberry (Symphoricarpos albus), evergreen huckleberry
(Vaccinium ovatum), red huckleberry(Vaccinium parvifolium).
5.) The applicant shall submit and have approved a small parcel sediment and erosion control plan.
6.) The applicant shall revegetate the identified slope and have the Jefferson County Department of
Community Development inspect the vegetation prior to the issuance f the final Certificate of Occupancy.
