HomeMy WebLinkAbout092115_ca06Department of Public Works O Consent Agenda Page 1 of 2 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Phillip Morley, County Administrator From: Monte Reinders, Public Works Direct 7r , Agenda Date: September 21, 2015 Subject: Amendment No.4, Coordinated Prevention Grant Agreement (CPG) No. G14001017 WA Department of Ecology Statement of Issue: The Washington State Department of Ecology in an end of cycle grant program referenced above has offered to award Jefferson County Public Works an additional $64,977.50 applicable to the current, 2015 budget year. Grant funds are to be applied to the recycling program along with a 25% matching provision budgeted through the Public Works Solid Waste Enterprise fund. The recycling program is administered by Public Works and operated through contract with Skookum Educational Services. Ammendment No. 4 award by the state is based on Jefferson Coun y program performance over the term of the grant and additional funding will be applied to recycling program costs incurred in 2015. Analysis /Strategic Goals /Pro's & Con's: Supplemental grant funding of the Jefferson County recycling program supports recommendations R1 through R3 of the approved Jefferson County olid Waste Management Plan. These recommendations address meeting the 5 o SWMP recycling goal, exploring all funding for the recycle program, and providing r cycling opportunities throughout the county. Through this program Jeffer on County in 2014 collected and recycled over 3900 tons of household plastics, paper land cardboard and totals should exceed 4000 tons this year. Fiscal Impact /Cost Benefit Analysis: Offered Amendment No. 4 total maximum eligible cost is $64,977.50 with a proposed effective date of April 1, 2015. The annual budget cost of the recycle program is Department of Public Works O Consent Agenda Page 2 of 2 currently approximately $210,000, which includes collection, packing and transport of recyclables. Average annual grant funding, including Amendment No. 4, provides $114,669.06/yr. over the last two years or about 54% of program costs. Recommendation: Public Works recommends that the BOCC approve and sign the attached three original Amendment No. 4 to Coordinated Prevention Grant No.G1400101 and return to Public Works for final signature by the WA Dept. of Ecology. Signed original Amendment No. 4 will be returned as soon as completed for BOCC files. G1400101 BETWEEN THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY JEFFERSON COUNTY DEPARTMENT OF PUBLIC WORKS Amendment Purpose: To amend the grant agreement between the State of Washington, Department of Ecology, hereinafter referred to as the "DEPARTMENT" or "ECOLOGY" and Jefferson County Department of Public Works, hereinafter referred to as the "RECIPIENT ". WHEREAS, this amendment will increase the state grant share of the agreement because RECIPIENT has incurred eligible costs that are in excess of the current budget in Task 1. IT IS MUTUALLY AGREED that the agreement is amended as follows: 1. The total maximum eligible cost for this agreement increases by $64,977.50 from $240,806.66 to $305,784.16. The state grant share for this agreement increases by $48,733.12 from $180,605.00 to $229,338.12. 2. The scope of work for both tasks remains the same. The expected outcomes for Task 1 remains the same because the work in on -going and RECIPIENT estimated outcomes for the entire grant period. The expected outcomes for Task 2 were completed for less than expected. The remaining balance in Task 2 budget is shifted to Task 1.
