The Department of Emergency Management requested that a Declaration of Emergency be enacted by the BOCC that same day. The Commissioners were unable to hold an emergency meeting on August 29, 2015 because of closed roads and downed phone service. On August 29, 2015, County Administrator Philip Morley read the proposed Resolution No. 323215 declaring an emergency to David Sullivan by phone and received his approval of the Resolution. He physically signed it on August 31, 2015. Later on August 29, the County Administrator was able to contact Commissioner Phil Johnson in person, who also approved the Resolution as written, and signed it at that time. Commissioner Kathleen Kler was out of the area and did not have phone service. She later gave her concurrence and signed the resolution at a later date. The Commissioners are being asked to reaffirm this resolution during a regular meeting of the BOCC in order for it to be made part of the minutes.
