Meeting called to order by Ken Kovalenko at 3:00 PM.

Guest Speaker: Rick Hlavka, Chapters 5 and 6 of the SWMP
Business:
Tom: Solid Waste Quantities Report discussion. Tonnages show approximately a 3% increase per year since 2012.
Tons for the last 4 quarters are up.
Discussion on recycling counter changes. Weighing outgoing recyclables rather than incoming loads.
Discussion on updating the scales in the future.
Downturn in current recycling is probable due to natural fluctuation.
Laura was contacted by DOE about the high recycling numbers recently reported for a grant. That DOE noticed and
commented on the numbers is good. Laura can look into the numbers for other counties to see how we compare.
Jerry: General SWAC housekeeping. Updating membership letter requests. Thank you to those that have responded.
The City of Port Townsend will be submitting a letter for Dave Zeller to replace John Merchant. There will be a
recommendation for Jenifer to go from her at-large position to a District #2 position. That will open up the at-large
position of which Bart Kale has interest. This still leaves the District #3 position unfilled. Kathleen has made
inquiries but distance seems to be an issue and lack of understanding of what we do. Jerry has created a display ad
that will be in the Leader, in a special edition that focuses on Port Ludlow, the PDN, the Port Ludlow Voice and the
Brinnon Crier. Kathleen will but up flyers on bulletin boards at the bank, post office and store in Brinnon.
Rick: SWMP Updated Chapter 5 Organics.
Discussion on Table 5-1 totals and averages. The column totals are incorrect, but the averages are correct. The City
Curbside collection will be clarified if included in the monthly amounts.
Page 5-6, paragraph Food Waste and Food Security, change the line about report “Can Jefferson County Feed Itself”
to something about the recently formed Jefferson County groups for local food. The two groups can be
mentioned by name. Mentioning the groups and working cooperatively will be added.
Page 5-5, Food Waste percentages discussed and Alternative E on page 5-7. Addressing food waste in Table 5-3 and
under Medium-Priority Recommendations C3 that the County and City will support programs for food waste diversion
as appropriate. Discussion followed about funding of small food waste processing. The plan would not provide
funding but supports what could be funded. Support could provide approval as it works toward fulfilling the SWMP.
Discussion on Pet Waste. Systems have been constructed as a public education project. The systems work, but may
not be cost effective.
Recommendation C1, is this to be done thru Heath Education? This is currently part of a 2 year grant. The schools are
still using the materials and there are still public workshops. Laura is able to charge a $25.00 workshop fee that
includes a metal bio digester. This is part of the deliverables thru the CPG grant for the next 2 years. There is a Yard
Waste Education fund. Tom and Jerry have recently been discussing the fund.
Laura is planning to send out a survey monkey on what people know about recycling, composting etc. Also asking “if”
there were additional workshops available which would they prefer.
Discussion on compost.
SWMP Updated Chapter 6 Waste Collection.
Consistent use of UTC which is the same as WUTC.
Page 6-2, 6.2 question about the monthly option and mini-can (20 gallon) collection. Discussion on the weekly and
EOW collections. There are currently no monthly pickups in the city and only a few in the county.
Discussion about recycling in the West End of the county.
Page 6-5 Alternative B. Discussion of what needs to be done to accomplish discount rates. This would only apply to
the county. The city already has a program for low income seniors.
Alternative C:
Increase promotion of solid waste curbside in rural areas. Refer to as residual solid waste.
Discussion on the difference between a Collection District and a Disposal District.
Districts are addressed in the Administrative chapter.
No other alternatives added.
