DETERMINING STORMWATER MANAGEMENT REQUIREMENTS: This stormwater calculation worksheet should be completed first to classify the proposal as "small," "medium," or "large." The size determines whether a Stormwater Site Plan is required in conjunction with a stand-alone stormwater management permit application, building permit application, or other land use approval application that involves stormwater review. The point that I was making to the office staff when you came in is that you will be sub fitting a new building permit and it will be reviewed under the current development regulations, and not vested to t(xe old regulations under the 2013 building permit. From my memory, you are in Shoreline Jurisdiction. If ur project is within 200 feet from the Ordinary High Water Mark,you will be reviewed under the current Shoref e Master Program regulations (see Chapter 18.25 of Jefferson County Code). The permit process may be differe than in the past, but I haven't looked that closely at it. If you need further assistance, complete a Customer Assistance form (see on our website) and a planning coach can help for free 15-minutes, and hourly rate after that. Peterson , My name is Anthony Weller . I live at 851 S Point Rd, Port Ludlow . After receiving a permit to build a garage to replace an old shed, construction began in September of this year , after a long wait to find a builder . That said, I went in to the JCDCD this morning before noon . I brought some drawings in to apply for a garage attachment . To my dismay I was told that under some new Shoreline Act that passed this year , I might not be able to do so and was advised to contact you for how to proceed . Basically I want to put in an attachment between the new garage , (not completed yet ) , and my home . It would provide enough space to install and replace the 25 year old water heater , with the new, (but larger ) , energy efficient water . . heaters now being manufactured . This area would also support newer energy and water efficient washing and dryer machines . This 120 sq . ft . space would be a "mud room" , a transit from the garage directly to the house to kick dirty shoes off, bring groceries in without have to go around out in the rain and then into the house . It would also provide more storage for a food pantry, hanging up work closes , etc . I know from what my builder and L and I advised, is that as long as its self supporting and meets building codes , they don ' t see any problems . The Garage designer , Laurie Stewart , has provided me with additional drawings for a garage attachment . The gutters that will catch all rain water run-off from not only the garage roof , but the attachment as well , would be directed to the curtain drain . I have the okay for the run-off rain water to be directed in this matter , as I employed NRI to return and do a study and which was filed with JCDCD saying the curtain drain could more than handle the water . The big obstacle that the ladies at JCDCD office advised me was that there is some type of new Shoreline Act that passed, that might prevent me from moving forward . Before the curtain drain was established, my property and both my neighbor ' s properties saw excessive water flooding . Since then , the curtain drain has been very successful , allowing 2 IP • for native plants to prosper along with other landscaping plants . The area where the shed used to be and the current space between the new garage and house , will now allow for the water to be gently run off in the curtain drain . Currently, the space is a grassy muddy clay soil with the rain water going under my foundation , which is definitely not something any homeowner wants . I have included the proposed garage attachment drawings below . Please advise as I want to move forward on this . To not have this simple attachment incorporated to my house , would be a hardship for me . So far I have spent years and great expense complying with the County/State study/permitting process with critically needed shoreline /land improvements . Please see the attachments . Thank you . The proposed structure is subject to RCW 36.70A.480 because it was constructed prior to 1994, which is when Jefferson County implemented its first Critical Areas Ordinance. The Revised Code of Washington requires the applicant to demonstrate No Net Loss of ecological functions resulting from the proposed project. The submitted Critical Areas Stewardship Plan (CASP) shall be implemented to show this No Net Loss of shoreline functions requirement is met. 2.) Minimum setback from South Point Road (Minor Collector) is 20 feet, minimum left and right side-yard setbacks are 5 feet, and rear setback from shoreline will be satisfied per requirements of the Critical Areas Stewardship Plan, submitted by Westech Company June 2013. 4.) A Drainage Improvement Plan (Stormwater Plan) dated October 2012 was submitted November 13, 2012 and approved by the Department of Community Development as a Stormwater Permit with Shoreline Exemption (Case MLA12-00253). The applicant shall fully implement the provisions of the Stormwater Permit and Shoreline Exemption. 7.) Residential developers and individual builders shall be required to preserve shoreline vegetation and reduce the associated risk of erosion during construction and any future activity which may impact the stability of the shoreline. 8.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. 9.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater, erosion and sediment during construction. BMPs shall address permanent measures to stabilize soil exposed during construction, and in the design and operation of stormwater and drainage control systems. 10.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 11.) Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 12.) The building height is not to exceed 35 feet. 13.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 14.) Not more than 2 unlicensed vel s shall be stored on any lot unless totally Ilened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk(or salvage)yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk(or salvage)yards. In no case, shall any such junk motor vehicles be stored in a critical area. 15.) A minimum of two(2)on-site parking spaces shall be provided for the single family residence. 16.)
