Subject: Request for Solid Waste Advisory Committee Appointments
Statement of Issue:
Public Works recently advertised for citizen positions to the Solid Waste Advisory
Committee (SWAC). Jenifer Taylor's term as Citizen -at -Large expires September 16,
2015, and is requesting appointment to District 2 representative. This opens a
Citizen -at -Large position for which resident Bart Kale has expressed interest.
Port Townsend Mayor David King has requested that David Zellar represent the City of
Port Townsend following the retirement of SWAC member John Merchant. Respective
letters of request are attached.
Analysis /Strategic Goals /Pro's and Con's:
Public Works staff have reviewed the letters of request with the full SWAC at its
September 24th meeting. By unanimous decision the SWAC has directed Public Works
staff to request that the Board of County Commissioners consider the aforementioned
three (3) appointments. Public Works is in agreement with SWAC's recommendation
of appointment of all candidates.
Fiscal Impact /Cost Benefit Analysis:
Local SWAC is mandated by RCW 70.95.165(3) and costs associated with SWAC
functions, inclusive of the above, are budgeted for in the 2015 Solid Waste Budget

Recommendation:
Appointment of residents Jenifer Taylor to represent District 2 and Bart Kale to the
Citizen -at -Large position as well as David Zeller, City of Port Townsend as Solid Waste
Advisory Committee members all of which, for two year terms.
