Subject: Request for Solid Waste Advisory Committee Re- appointments
Statement of Issue:
Public Works seeks four (4) re- appointments to the Solid Waste Advisory Committee
(SWAC). Seeking re- appointment are: Lisa Crosby (District 1 resident), Kent
Kovalenko (Olympic Disposal and DM Disposal, Inc.), Al Cairns (Port of Port
Townsend), Terry Khile (Alternate, Port of Port Townsend). Letters of request from
prospective members are attached.
Analysis /Strategic Goals /Pro's and Con's:
Public Works staff have reviewed the letters of request with the full SWAC at its
September 24th meeting. By unanimous decision the SWAC has directed Public Works
staff to request that the Board of County Commissioners consider the aforementioned
four (4) appointments. Public Works is in agreement with SWAC's recommendation of
appointment of all candidates.
Fiscal Impact /Cost Benefit Analysis:
Local SWAC is mandated by RCW 70.95.165(3) and costs associated with SWAC
functions, inclusive of the above, are budgeted for in the 2015 Solid Waste Budget.

Recommendation:
Re- appointment of Lisa Crosby, Kent Kovalenko, Al Cairns and Terry Khile for two year
terms as Solid Waste Advisory Committee members.
