A Geotechnical Report was prepared by Stratum Group dated February 1, 2010 and submitted in conjunction with this application. The report addressed the stability of the geologic hazard area. A setback of 25-feet shall be measured perpendicularly from the top of the geologic hazard (top of bank) to the proposed Single Family Residence. 2.) A vegetative buffer of 25-feet shall be permanently maintained from the top or edge of the Landslide Hazard Area (top of shoreline bank). All buffers shall be measured perpendicularly from the top or toe of the Landslide Hazard Area. 3.) VOLUNTARY MEASURES OF COASTAL&AT RISK SIPZ: Water conservation measures: 1. Roof and other intercepted precipitation shall be routed to on-site detention ponds and/or other approved means and allowed to be released to the soil slowly. 2. Water collected from Storm water and roof catchments may be used for watering lawns and gardens. Unless catchment water has been treated to meet drinking water standards, there shall be no cross connections allowed between the potable supply and impounded water. 3. Water withdrawn from wells on each property shall not be used for watering of lawns and/or gardens. 4. Ground water withdrawn from each property shall be restricted to a rate of three (3) gallons per minute. 5. Installation of water conserving fixtures such as low flow toilets, faucets and shower restrictors and other water saving plumbing fixtures. 6. Landscaping plan (xeriscaping, native vegetation with minimal amounts of irrigation). Please NOTE that the above listed measures are not intended to be exhaustive, but rather is intended to be illustrative of the types of water conservation measures. 4.) VOLUNTARY MEASURES OF COASTAL &AT RISK SIPZ: 1. Installation of a flow meter. 2. On-going well monitoring for chloride concentration. 3. Submittal of monitoring data to County. 5.) To help prevent seawater from intruding landward into underground aquifers, all new development activity on Marrowstone Island, Indian Island and within 1/4 mile of any marine shoreline shall be required to infiltrate all stormwater runoff onsite. 6.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated. Should buffer disturbance occur during construction, the Unified Development Code (UDC)Administrator shall require replanting with native vegetation. No alterations shall be made to the Landslide Hazard Area or its associated buffer without prior authorization by the UDC Administrator. 7.) Prior to and during approved construction activities, the perimeter of the landslide hazard area buffer shall be marked with a temporary sign. The sign shall be placed in such a manner that it can be directly observed from the construction area. The sign shall contain the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter Existing Vegetation." 8.) All construction activities shall not encroach upon the landslide hazard buffer. This includes the storage or preparation of materials. 9.) The applicant shall permanently separate the boundary of the Landslide Hazard Area Buffer from the remainder of the subject property through installing logs, trees, a hedge row, or any other prominent physical marking approved by the UDC Administrator. 10.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. 11.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk (or salvage) yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk (or salvage) yards. In no case, shall any such junk motor vehicles be stored in a critical area. 12.) Duration of Approval - Several of the included findings shall become conditions upon the submittal of a building and septic permit. The duration of approval of the Site Plan shall be effective for five (5)years from the date of original approval by the Administrator. If a building permit has not been issued within the five (5) year period, the Site Plan Approval Advance Determination (SPAAD) cannot be revived or extended except by new application that must meet all the existing criteria and conditions listed in this Section. Knowledge of the expiration date shall be the responsibility of the applicant. The county will not provide notification prior to expiration. Limitations of Approval -Approval of the site plan shall not guarantee the performance of specific site features or improvements (e.g. wells, septic systems, stormwater drainage facilities, etc.) and shall not be immune from changes in state or federal law which are enacted or have an effective date after the date of the Site Plan Approval Advance Determination (SPAAD) and which may affect the performance and implementation of the site plan and associated use or activity. Any subsequent land division or boundary line adjustment of a parcel or lot which has received site plan approval advance determination under this Section 8.7 shall void such site plan approval and require a new site plan approval advance determination application. Approval of a site plan under this section does not constitute authority to comence any development or building activity until such time as final authorizing permits are issued (e.g., septic, wells, stormwater management, or building permit, etc.). Modification to an approved site plan may be required by the applicant and approved by the Administrator subject to the provisions for Type I decisions. (Please request a copy of Section 8.7 of the UDC for criteria pertaining to modifications). 13.) The approved site plan has not been reviewed for stormwater requirements. JCC 18.30.060 and JCC 18.30.070 require the applicant to prepare a stormwater plan in compliance with the Washington Department of Ecology Stormwater Management Manual for Western Washington (SWMMWW)to control stormwater, erosion, and sediments during construction; address permanent measures to stabilize soil exposed during construction; and in the design and operation of stormwater and drainage control systems. At the time of building application, a stormwater plan in compliance with the SWMMWW shall be submitted. If the proposal cannot meet the prescriptive requirements of the SWMMWW, an engineered stormwater plan shall be required. 14.) A minimum of two (2) on-site parking spaces shall be provided for the single family residence. 15.) Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 16.) Maximum building height is 35 feet. 17.) Minimum building setback from Adelma Beach Road right-of-way shall be 20 feet. Minimum side yard sebacks shall be 5 feet. Minimum setback from shoreline top of bank shall be 30 feet plus 20 feet for the utility easement as depicted on the submitted and approved site plan prepared by Creative Dsign Solutions. 18.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 19.) The applicant shall provide proof of potable water at the time of building permit application. This application does not vest the parcel for potable water.. FINDINGS: 1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) Septic Permit approved under SEP10-00002, expires on 12/28/15. This short expiration is due to the old existing septic system and home on the beach. This SPAAD approval does not extend the expiration date of the onsite sewage permit. 3.) The application was reviewed by the Jefferson County Department of Community Development staff on September 28, 2015 for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review and an investigative site inspection, the following ESAs were confirmed to be present on the subject property: Suburban Shoreline Designation; Landslide Hazard Area; Coastal SIPZ. 4.) The parcel is located within a coastal SIPZ (seawater intrusion protection zone) according to the County GIS map. There are voluntary and mandatory measures identified in the Jefferson County Seawater Intrusion Polio (Resolution 61-02, effective September 23, 2002) that apply to well drilling proposals and building permit applications on existing lots of record. A Coastal SIPZ is defined as: all islands and area within one-quarter mile of marine shoreline, but no history of chloride concentration above 100 mg/L in groundwater sources within 1000 feet. 5.) Among the native conifer species which may be used in buffers or for re-vegetation include, but are not limited to: Grand Fir (Aibes grandis), Sitka Spruce (Picea sitchensis), Shore Pine (Pinus contorta), Douglas Fir (Pseudotsuga menziesii), Western Red Cedar(Thuja plicata), and Western Hemlock (Tsuga heterophylla). Among native tree species which may be used includes: Vine Maple (Acer circinatum), Big-Leaf Maple (Acer macrophyllum), Red Alder(Alnus rubra), Pacific Madrone (Arbutus menziesii), Quaking Aspen (Populus tremula), Black Cottonwood (Populus trichocarpa), Bitter Cherry (Prunus emarginata), Oregon White Oak (Quercus garryana), Cascara (Rhamnus purshiana), Pacific Willow(Salix lasiandra), and Scouler's Willow (Salix scouleriana). Among the native shrub species which may be used are: Sevice-Berry (Amalanchier alnifolia), Red Osier Dogwood (Cornus stolonifera) Sala! (Gaultheria shallon), Ocean Spray (Holodiscus discolor), Indian Plum (Oemlaria cerasiformis), Pacific Ninebark(Physocarpus capitus), Red Flowering Currant(Ribes sanguineum), Wild Rose (Rosa nutkana), Swamp Rose (Rosa pisocarpa), Willows (Salix ssp.), Red Elderberry (Sambucus racemosa), Snowberry (Symphoricarpos albus), Evergreen Huckleberry(Vaccinium ovatum), Red Huckleberry (Vaccinium parvifolium). 6.) Geologically Hazardous Areas in Jefferson County are characterized by slope, soil type, geologic material, and groundwater that may combine to create problems with slope stability, erosion, and water quality during and after construction or during natural events such as earthquakes or severe rainstorms. 7.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(1)(b)(i). 8.) The site plan as submitted with the SPAAD Permit application on August 31, 2015 has been reviewed for consistency under the UDC, and has been approved by Jefferson County Department of Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan dated September 28, 2015 shall be resubmitted for review and approval by Jefferson County Department of Community Development. 9.) This approval is for construction of a Single Family Residence and normal appurtenances within the approved buildable area only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 10.) The parcel has been designated as Rural Residential 1:5 under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. 11.) The proposal was reviewed against the site plan determination criteria of the Unified Development Code (JCC 18.40.100(2)). The criteria for approval is as follows: 1. The proposed site plan conforms to all applicable county, state, and federal land use, environmental and health regulations and plans, including but not limited to the following: The Jefferson County Comprehensive Plan and the provisions of the Unified Development Code. Staff comment: The application was reviewed for consistency under the provisions of the Unified Development Code, Comprehensive Plan, and Shoreline Master Program. The application was found in compliance with all ordinances pertaining to the proposed development. 2. Adequate provisions for utilities and other public services necessary to serve the needs of the proposed site plan have been demonstrated, including open spaces, drainage ways, roads, and other public ways, potable water, sewerage disposal, fire flow and other improvements. Staff comment: Staff comment: The parcel totals approximately 1.0 gross acres and the site plan as submitted on August 31, 2015 complies with UDC Table 6-1: Density, Dimension and Open Space Standards. The parcel has direct access off of Adelma Beach Road. An existing well is located on the parcel and potable water is required at time of building permit submittal. Environmental Health approved Septic System permit SEP10-00002 on September 28, 2015. The SPAAD was not reviewed for fire flow due to the application as proposed identifies the parcel as utilizing a well. Jefferson County has no specific adopted fire flow requirements for utilization in permitting. Application of Coordinated Water System Plan (CWSP) fire flow requirements for individual projects is inappropriate since the primary purpose is for water system design to assure adequate pipe size, source and storage. 3. The probable significant adverse environmental impacts of the proposed site plan, together with any practical means of mitigating adverse impacts, have been considered such that the proposal will not have an unacceptable adverse effect upon the quality of the environment, in accordance with the State Environmental Policy Act(SEPA) implementing the provisions contained within Section 8 of this Code and Chapter 43.21C RCW. Staff comment: Single family residences are EXEMPT from the State Environmental Policy Act(SEPA). WAC 197-11-800(1)(b)(i) identifies the construction of any residential structure of four(4) dwelling units. 4. Approving the proposed site plan will serve the public use and interest and adequate provision has been made for the public health, safety and general welfare. Staff comment: The proposal will not affect the public health, safety, and general welfare. 12.) NOTICE: This permit does not excuse the proponent from complying with other local, state, and federal ordinances, regulations, or statutes applicable to the proposed development, but consistent with RCW 90.58. Development pursuant to this permit shall be undertaken subject to the applicable policies and performance standards of the Jefferson County Shoreline Management Master Program and the Jefferson County Unified Development Code. If during excavation or development of the site an area of potential archaeological significance is uncovered, all activity in the immediate area shall be halted, and the Administrator shall be notified at once. The Federal Endangered Species Act rules to protect threatened Chinook and Summer-run Chum salmon became effective on January 8, 2001. Bull trout have been listed as threatened since early 2000. Under the ESA, any person may bring lawsuit against any individual or agency that"takes" listed species (defined as causing harm, harassing, or damaging habitat for the listed species). In addition, the National Marine Fisheries Service can levy penalties. Portions of Jefferson County, including marine environments are included as "critical habitat"for listed species. Development of property along any marine shoreline, freshwater shoreline, or floodplains could harm habitat if protective measures are not taken. To minimize the potential to damage habitat, all property owners developing adjacent to marine shoreline, freshwater shoreline, or floodplains are advised to do the following: -All development activities should avoid unstable slopes, wetlands, and forested areas near surface waters - Remove minimal vegetation for site development, especially large trees -Allow trees that have fallen into surface waters to remain there - Infiltrate stormwater from buildings and driveways onsite through drywells rather than discharging directly into surface waters or roadside ditches The Federal Bald and Golden Eagle Protection Act requires landowners within 660 feet(1/8th of a mile) of an eagle nest to consult with the US Fish and Wildlife Service. This Eagle Act prohibits anyone from "taking" bald eagles. This federal law defines the term "take"and describes the possible legal consequences when a"take" occurs. Among other actions, "take" includes a disturbance of bald eagles or their habitat. Under federal law a permit may still be required for activities that impact bald eagles or their habitat. Contact the US Fish and Wildlife Service (http://www.fws.gov/pacific/eagle/) to learn more about how this law affects your project. Any individual, group, or agency can bring suit for a listed species "taking", even if you are in compliance with Jefferson County development codes. The risk of a lawsuit against you can be reduced by consulting with a professional fisheries habitat biologist, and following the recommendations for site development provided by the biologist. For more information, contact the National Marine Fisheries Service in Seattle, or the U.S. Fish and Wildlife Service. 13.) Any removal or disturbance of soil in the area evaluated may create site conditions that are unacceptable for the installation of an onsite sewage system and may invalidate this approval. APPEALS: Pursuant to RCW 36.70C,the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court within twenty-one(21)calendar days of the date of issuance of this land use decision. The purpose of this geology assessment was to evaluate the potential risk associated with the construction of a new septic system on the site and to determine an appropriate setback distance for the steep slope on the site from a geologic perspective. A septic design has been proposed by John Scott Fleming Engineering, Inc. This geology hazard evaluation includes a review of the proposed design. Based on my investigation of the site and vicinity, it is my opinion that the septic system as proposed will notcause slope stability problems at the site. It is also my opinion that home can be constructed on the upland portion of the property such that the home will not be at risk from slope failures and will not increase the risk of slope failures as long as the recommendations provided in this report are followed. This assessment included a visual inspection of the property, slopes on and in the vicinity of the property, available geologic mapping in the area, and investigation of the shoreline at the base of the bluff. GENERAL GEOLOGY Northwestern Washington has been occupied by continental glaciers at least four times during the Pleistocene Epoch(1.6 million to 10,000 years ago). During these glacial and accompanying interglacial periods, the underlying geologic units were eroded and glacial related and interglacial fluvial sediments were deposited over the underlying bedrock in the vicinity of the subject property. The Geologic Map of the Port Townsend South and part of the Port Townsend North 7.5 Minute Quadrangles,Jefferson County, Washington(Schasse and Slaughter, 2005) indicate the site is underlain by glaciomarine outwash. The Surficial Geologic Map of the Port Townsend 30 by 60 Quadrangle, Puget Sound Region, Washington(Pessl, Dethier, Booth and Minard, 1989) indicates the site is underlain by recessional continental deposits. The Geologic Map of Northeastern Jefferson County, Washington(Gayer, 1976) indicates the site is underlain by Vashon lacustrine deposits. All three maps indicate that glacial advance outwash and glacial till are located a short distance south of the subject property. II February 1,2010 560 Adelma Beach Road,Jefferson County,WA Geology Hazard Assessment Although the maps described above indicate different units underlie the site, the maps are actually fairly consistent and the difference is a matter of terminology and an evolving understanding of the area in question. I agree with the interpretation of Schasse and Slaughter that upland area and areas to the north of the subject property are underlain by glaciomarine outwash. Ibis unit was deposited by outwash flowing into marine waters from the ice margin near the very end of the last glacial period. At the time the recessional ice margin would have been located to the northeast of the area in relatively close proximity. At that time relative local sea-level was higher than at present because the land had not yet rebounded (isostatic rebound) from the weight of glacial ice. Based on observations I have made in the vicinity, I estimate that local sea-level at that time was approximately at 120 feet higher than present. The area has subsequently been uplifted from isostatic rebound. Observations on the site and vicinity are generally consistent with the above-described mapping. However, the scale of the mapping may not have accurately allowed for the presence of advance outwash and till on the steep portion of the shoreline bluff at the subject property. While the glaciomarine deposits are thicker to the north and deeper and make up the entire bluff in that area, the subject property appears to be predominantly underlain by advance outwash sand and gravel and coarse grained till appears to be present as well. The shoreline bluff at the subject property and along the coast at this location is an erosional bluff and provides sand and gravel for beaches along the bluff to the south and north of the bluff. The bluff is located within Discovery Bay. The base of the bluff at the subject property and along several other nearby properties is protected from erosion by the presence of bulkheads and homes are located on those bulkheads including the subject property. The angle of repose will vary depending on the cohesive strength of the soils, compaction of soils and the vegetation cover. Soils with high silt or clay content may be able to stand nearly vertical for long periods of time. Highly compacted soils such as advance glacial outwash and glacial till also can maintain very steep slopes for long periods of time due their compact nature. Slopes with vegetation providing significant root strength will be able to maintain a steeper slope aspect than slopes with poor vegetation cover. SPECIFIC SITE OBSERVATIONS Pertinent features are provided in Figure 2. The steep shoreline slope on the subject property is approximately 35 feet high. The overall bluff slope is approximately 55 degrees with some portions of the slope being steeper. The slope is primarily covered with English ivy with a few alders and Douglas fir. A trail to access the home at the base of the bluff traverses down the slope at an angle with a switch back and then a set of stairs to the wood bulkhead where the home is Stratum Group File: 1.14.10 2 February 1,2010 560 Adelma Beach Road,Jefferson County,WA Geology Hazard Assessment located. The bluff slope is underlain by compact sand and gravel and silty sand. The upland area above the slope slopes gently towards the top of the bluff at an angle of well under 10 degrees. A dirt road traverses this area to an area near the top of the bluff where the trail down to the home at the shoreline begins. The upland is tree covered with a stand of mature trees including Douglas fir, western hemlock and western red cedar with an understory primarily of salal. Soils underlying the upland area consist of primarily of sand and silty sand. The beach at the site consists of a gently gravel beach. Overall the beach appears to be in good condition. Erosion at the toe of the slope is mostly precluded by the existing home site being on a wooden bulkhead. This reach of shoreline has numerous bulkheads as well as homes located along the top of the beach. At present the beach appears to be in fairly good condition and no significant undermining of bulkheads was observed in the vicinity of the subject property. Overall the sediment available to the beach is adequate and the beach appears to be in good condition, such that toe of slope erosion should remain at similar levels compared to the past. CONCLUSIONS AND RECOMMENDATIONS The steep shoreline bluff is the result of past erosion at the base of the shoreline slope leading to a fairly steep slope. As noted,erosion is presently being precluded by the presence of a bulk head at the base of the bluff that supports the existing home. Based on shoreline observations, toe erosion is not a routine process along this stretch of shoreline in the immediate vicinity of the home site. Based on the age of trees on the slope on and off the property and the low frequency of erosion events, it appears that slides impacting the entire slope and the subsequent retreat of the top edge of the bluff take place over at an interval that is likely on the order of 50 years or more. However, the uppermost portion of the bluff is very steep and minor bluff failures and raveling of material off of the steep slope should be expected should be expected in the short term as the bluff soils ravel and shift to a less steep angle. Erosion and shallow landslides at this site are the result of the bluff being undermined by wave action at the base of the bluff. The slope failures at this site will typically be relatively minor shallow soil failures and slope raveling. Building Setbacks The steep shoreline bluff slope is a geologically hazardous slope due the steepness of the slope and the potential that erosion could take place in the future from very high tides or decay of the wooden bulkhead. Any home should be located at least 25 feet back from the top of the steep slope. This distance will provide adequate protection to the home over the life of the structure (100 years). Stratum Group File: 1.14.10 3 February 1,2010 560 Adelma Beach Road,Jefferson County,WA Geology Hazard Assessment Septic Drainage I have reviewed the septic line and septic drain field design provided by John Scott Fleming Engineering, Inc. A copy of the design is attached. The design calls for a drainfield located on the eastern endof the property. No notable perched water zones were observed on the bluff face. I do not anticipate that the drainfield will create a perched water problem on the slope of the shoreline bluff. The septic tank is proposed to be located more than 35 feet back from the top of the steep slope and as such is located an adequate distance back from the top of the steep slope. A new septic line from the existing home at the beach is proposed to follow the existing trail to the septic tank to be located on the upland area. The line will consist of a flexible 1.5-inch polyethylene pipe. The placement of the pipe along the trail should nosy stability issues and is a good route for the pipe as it will be placed within the bench of the trai t C , Stormwater The upland area of the property is currently covered with mature trees and a well developed understory. The existing driveway appears to have little in the way of run off as stormwater filters into the forest floor. A trench drain is located at the top of the bluff where the existing trail starts down the bluff slope. The trench drain acts as a catch for any run off that flows across the compacted surface at the top of the trail and lower driveway. The driveway should be maintained in a manner that allows for stormwater to sheet off the driveway to the sides of the driveway onto the forest floor. Roof run off should be dispersed as much as practical by splash blocks at downspouts or routed into a dispersion/infiltration trench located at least 20 feet from the top of the bluff o r routed via tightline to the base of the bluff. 1'47' The small trench collector should be maintained at the top of the trail to prevent water run off e`A"9 "`ieen from the compact trail surface from flowing across the face of the bluff or down the trail. T Vegetation Site grading soils or debris, landscape debris, or any other material should not be disposed of on the steep shoreline slope. Over time debris will break down and form an unstable mass that will slide damaging the slopes below. Trees on the slope and within the setback buffer should be maintained along the top of the steep shoreline bluff slope. Thinning of trees is acceptable as long as at least one tree per 3Q-foot center is left in place. Limbing for view purposes is also acceptable le as long as the limbing is done in a manner that will not kill the tree. If trees are harvested or thinned or limbed for view purposes on the slope between the buffer and the upland area, all debris should be removed from the slope. The ivy limits some erosion but also poses a risk to trees on the slope and should not be allowed to grow up into the trees. I am not sure what the time frame of this will be. I could not approve future development on this property w/o including improvements to this extremely sub standard septic system. My reviews are as follows: MLA09-00219 -Hazel Point Territory. A one-page plan is required. Please have the landowners contact me. MLA09-00220 - Tskutsko Point Territory. This large parcel is on the outer edge of the 1/2 mile zone. I have been working with another landowner (Scott Wetzel)regarding SEP 08-137. There is significant bald eagle habitat on the property. I likely need to set-up a site visit to review all projects on the parcel. A one-page plan is required. Please have the landowners contact me. MLA09-00188 -Nodule Point Territory. A one-page plan is required. Please have the landowners contact me. MLA09-00190 - Four Corners Territory. Property is jus outside the 1/2 mile shoreline buffer. (Buffer on eagle map layer actually extends slightly beyond 1/2 mile). No plan will be required. I may try and contact the applicant to discuss shoreline tree protection. MLA09-00207 -Nodule Point Territory. A one-page plan is required. Please have the landowners contact me. MLA09-00223 - Hazel Point Territory. A Bald Eagle Management Plan was developed for the subdivision. This plan is highly out of date since several new eagle nests were documented within the territory after this plan was signed. A one-page plan has previously been developed with the landowners. They are able to comply with the conditions of the plan for the projects proposed. No new plan required. The WDFW gave previous approval (to David Johnson) for the proposed wind generator. MLA09-00235 - (NEW) Portage Bay Territory. The newly documented nest is on the adjacent property to the north. A site-specific Bald Eagle Management Plan is required. I have met with the landowners on the property and provided an approval letter for demolition of the existing cabin.
