RE: Directing DCD to proceed with a UDC amendment for public purpose facility signs in
Rural Residential zones.
STATEMENT OF ISSUE: As part of the Motion to approve the Consent Agenda for October 12, 2015,
direct the Department of Community Development to proceed with a DCD - proposed amendment to the
Unified Development Code (including the Sign Code) to allow changing message signs for public purpose
facilities in rural residential districts as a discretionary conditional use.
ANALYSIS:
JCC 18.45.090 allows the county's development regulations to be amended at any time at the direction
of the board of county commissioners or by the planning commission, when the amendment is
consistent with the county's Comprehensive Plan.
The Jefferson Transit Authority's new transit center at Four Corners is on land designated Rural
Residential 1du:10acres. Jefferson Transit would like to install an entrance sign near the public entrance
to the transit center along Four Corners Road. The sign would be electronic, thus also allowing a public
message to be displayed when needed for a bus route or schedule change, or during emergencies, such
as the severe wind storm last August.
The Department of Community Development has determined that an amendment to the county's
Unified Development Code would be necessary to allow this transit center sign in a Residential Zone.
Director Carl Smith has already prepared draft code amendment language to allow such signs for
governmental entities, by a discretionary conditional use permit.
DCD has requested a motion by the Board of County Commissioners providing direction to initiate the
code amendment, pursuant to JCC 18.45.090,
FISCAL IMPACT: Potential loss of a code amendment application fee.
RECOMMENDATION: As part of the Motion to approve the Consent Agenda for October 12, 2015,
direct the Department of Community Development to proceed with a DCD - proposed amendment to the
Unified Development Code (including the Sign Code) to allow changing message signs for public purpose
facilities in rural residential districts as a discretionary conditional use.
