Recent installation of a septic system and other construction activities has caused root zone disturbance and .44...., '''''''' ..- ° grade change within the root zone and drip line of all 4 trees. Here is my F `'`4 • ,,,l'a summation after inspection: Please also find my Tree Hazard Evaluation Forms and pictures for each tree of concern. `' A , - Tree#1-Mature Douglas Fir (Psuedotsuga menziesii)Approximate .n diameter at breast height is 36".This tree has had the soil around the drip l line disturbed by recent site work. The grade has been lowered by 10-25% r and underground utilities are in the area. This tree is in close proximity to °` ' F- ' the house, parking area and pedestrian traffic. Because it has received , moderate root undermining and disturbance,in addition to its proximity • to persons and property, I recommend this tree be removed. J ' Tree #2-Mature Western Red Cedar(Thuja plicata)Approximate §? diameter at breast height is 42".This tree has had recent soil disturbance 3 from construction and site clearing.Visible distress is already present. The °'` foliage is chlorotic sparse and annual shoot growth is poor. The drip line _ _ b grade was lowered by 50-75%and the tree was root pruned at to out from '-- ` ° the trunk. There is a moderate amount of decay in the trunk also. I :: ; recommend this tree be removed to mitigate risk to persons and property nearby. • Tree #3 - Semi-mature Western Hemlock(Tsuga heterophylla) 1.1. / Approximate diameter at breast her t is height 24 . This tree has had recent soil disturbance with the drip line grade being lowered by 50-75%. The is on a slope with drainage issues and wind exposure.Though this t particular tree is displaying average vigor, normal foliage color and ,,` density, the amount of soil disturbance and exposed roots raise the - ". likelihood that the root system will fail. The proximity of this hemlock to M% Working to improve our environment! - r 1.7 ,..3 ii......, .. ... .. .,,......... - ...1, . ...:. ripARREgEEE&J . The following information is needed to continue review of your project. In order to determine that the trees your are requesting to remove are hazards as defined below in JCC 18.25.100(8)(e): "Hazard tree" means any tree that presents a risk to persons or property due to a high probability of falling in the near future because of a debilitating disease, a structural defect, a root ball significantly exposed, or having been exposed to windthrow within the past 10 years. Hazardous trees include, but are not limited to, conditions where a permanent, primary structure or appurtenant or accessory structure is within one and one-half tree lengths of the base of the trunk. Where not immediately apparent to the administrator, the hazard tree determination shall be made after review of a report prepared by a certified arborist or forester. we require an Arborist's report to confirm these trees are hazards under this definition and may be removed under JCC 18.25.310(2)(d)(vii): (vii) Removal of a hazard tree, as defined in Article II of this chapter, where trimming is not sufficient to address the hazard. In such cases, the downed tree shall be retained on site to provide wildlife habitat and enhance in-stream or marine habitat if present. The location of retained materials placed on site shall reflect firewise program guidance for defensible space and fire safety. Where not immediately apparent to the administrator, the hazard tree determination shall be made after review of a report prepared by an arborist or forester. Please submit the above information to the Department of Community Development within 90 days of the date of this letter which would be 11/1212015. As required by Jefferson County Code, JCC 18.40.110(3) and (6), if the information is not submitted or additional time to submit the required information within the ninety (90) calendar day period is not requested, the application would be considered abandoned and therefore withdrawn and application fees will be forfeited. Jefferson County Code provides that the Department of Community Development shall not be responsible for notifying the applicant of an impending expiration, thus any further notification would not be forthcoming. 9 Sincerely, Amid Waytie ftocautia Department of Community Development Staff c: File \\tidemark\data\forms\F_MLT_Addlnfo_Requst.rpt 8/14/2015 [ ] Impervious Surface coverage percentage: Resource Lands&Public: 10% Rural Residential: 25% Rural Industrial: Per UDC Sec 6.7 Rural Commercial: 60% Area of Building Coverage:60%in Rural Industrial Lands only [ ] Total Building(s) Size: RVC:20,000 SF CC:5,000 SF NC:7,500 SF GC: 10,000 SF All others:subject to septic&water constraints/None specified [ ] Setbacks: Front: Left Side: Right Side: Rear: Shoreline Setback: LSHA Setback: [ ] Road Classification: Road Approach: EXISTING NOT REQ'D RAP [ ] SEPA Required: YES EXEMPT [ ] Flood Certificate: [ ] Existing Case(s)& Condition(s): Violations: Yes No [ ] Recorded Date of Subdivision: AFN Over 5yrs=UDC Plat Conditions: <5yrs=Plat Conditions on plat or Old Ordinance [ ] Lots/Require Declaration of Restrictive Covenant YES NO, submitted: YES NO [ ] UGA No Protest Agreement YES NO, submitted: YES NO [ ] Site Visit conducted YES NO [ ] Require Final Zoning Approval YES NO [ ] ADMIN: Setbacks entered in Permit Plan case N/A YES New Parcel Tags entered in Permit Plan N/A YES Special Reports Scanned NIA YES No parcel tags found for parcel Cases Associated with APN 977400014 Review Cases Name Type Status Planner BLD08-00050 KREMER F Application Received: 2/7/2008 Permit Issued/Case closed: 2/7/2008 Case Finaled: 2/20/2008 2 x 7.5 GAL D.O.T.
