Critical Aquifer Recharge Areas may require special protection measures to mitigate water quality degradation. The submitted proposal does not require additional aquifer protection measures. However, during construction the project shall follow the Best Management Practices (BMPs) and facility design standards as identified and defined in the Stormwater Management Manual for the Puget Sound Basin. 2.) Consistent with JCC Title 18.35.080 (3), the Statement of Intent shall be recorded at the Jefferson County Auditor and referencing said Statement on the face of the survey. (An Excise Tax Affidavit will need to be completed for the Statement of Intent, see attached form). The survey mylar and current recording fee of$138 (plus $1 for additional names a & $5 for additional pages) payable to the Jefferson County Auditor shall be submitted to the Department of Community Development for department signatures and recording of said mylar. FINDINGS: 1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code, all other applicable ordinances and regulations, and is consistent with the Jefferson County Comprehensive Plan and Land Use map. 2.) The proposal complies with JCC Title 18.35.060.1(e) in that the proposal is to create a more suitable building 101 by decreasing the acreage for Parcel A from 11.10 acres to 5-acres, Parcel B from 8.96-acres to 5-acres and increase the size of Parcel C from 1.96-acres to 12.02 -acres. 3.) Consistent with JCC Title 18.35.060.2(a), the proposal will not create an additional lot, tract, or parcel. 4.) Consistent with JCC Title 18.35.060.2(b), the proposal is not within a binding site plan. 5.) Consistent with JCC Title 18.35.060.2(c), the proposal will not relocate an entire lot, tract, or parcel from one parent parcel into another parent parcel. 6.) Consistent with JCC Title 18.35.060.2(d), the proposal does not cross zoning district boundaries. Each parcel is zoned LI/M - Light Industrial Manufacturing. 7.) Consistent with JCC Title 18.35.060.2 (e), the proposal is not inconsistent with any restrictions or conditions of approval for a recorded short plat or long plat. The proposal will not circumvent the short subdivision or long subdivision procedures. 8.) Consistent with JCC Title 18.35.060.2 (f), the proposal will not separate an Accessory Dwelling Unit from the primary use of the property. 9.) Consistent with JCC Title 18.35.060.6, the proposal does not involve more than two lots, tracts or parcels that have been subject to a boundary line adjustment process within five years. 10.) The application was reviewed by the Jefferson County Department of Community Development staff on 10-29-2013for the potential presence of Environmentally Sensitive Areas (ESAs) under the provisions of the Unified Development Code (UDC). After an initial Geographic Information Systems mapping review the following ESAs were confirmed to be present on the subject property: Wetlands, SUSC Aquifer recharge area. 11.) Aquifer Recharge Areas in Jefferson County are characterized by porous geological formations that allow percolation of the surface water into the soils and the underlying zone of saturation. Aquifers are geologic formations that contain sufficient saturated permeable material to yield significant quantities of water to wells and springs. Aquifers serve as the source of drinking water within most of the rural portions of Jefferson County. 12.) Susceptible Aquifer Recharge Areas are those with geologic and hydrologic conditions that promote rapid infiltration of recharge waters to groundwater aquifers. 13.) Jefferson County determined that this proposal is categorically exempt from review under the State Environmental Policy Act(SEPA) pursuant to WAC 197-11-800(2)(j). 14.) This approval is for a Boundary Line Adjustment only. Any future permits on this site are subject to review for consistency with applicable codes and ordinances and does not preclude review and conditions which may be placed on future permits. 15.) The parcel has been designated as LUM Light Industrial Manufacturing under the Jefferson County Comprehensive Land Use Map effective August 28, 1998. I have routed the survey for review by Pat Perryman at the Assessor's office. It is my understanding that Jan from Clark surveying has already emailed the survey to Pat. Pat was okay with the revisions. I will need confirmation from Pat that she has reviewed the survey. I am in the process of reviewing it today. The next steps are: • The Statement of Intent second page needs to be signed by Wally Pederson in front of a notary. • The Real Estate Excise Tax Affidavit needs to be signed and dated • Take the original signed Boundary Line Adjustment Statement of Intent document and the original signed Excise Tax Affidavit to the Treasures Office for Excise Tax Stamps and verification that all taxes are paid up for the year. There is a minimal excise fee. • After the treasurer stamps the Boundary Line Adjustment Statement of Intent with the excise stamp, they will give you back the original Boundary line Adjustment Statement of Intent and a copy of the Excise Tax Affidavit. • Bring the original Statement of Intent and the copy of the Excise tax affidavit to DCD. • Wally needs to sign the Mylar survey and the paper copies in front of a notary. • Submit the Mylar and 3 paper copies of the survey for recording. (1 copy for DCD, 1 copy for Wally Pederson and 1 copy for Coast Seafood.) • The Boundary Line Adjustment permit will be issued.The survey will be signed by the Administrator. • Submit a $223 check to DCD for the recording of the Statement of Intent and the surveys. Make the check out to the Auditor's office. o $81 dollars for the Statement of intent recording fees. ( $73 dollars for the first page and $1 for each additional page.) o $143 dollars for the Survey recording fees.
