Analysis/Strategic Goals/Pro's ft Con's: This Contract is for construction of the road realignment between Dowans Creek Road milepost 0.85 and milepost 1.53. The road realignment is necessary in order to move the road out of an active landslide area and preserve access to properties served by Dowans Creek Road beyond the slide area. The original plan quantity of Light Loose Rip Rap (replaced in Change Order No. 1 with Quarry Spalls) is reinstated. Quarry spall quantity added by Change Order No. 1 is reduced to 800 cy. These items were used to construct embankment per the plan. Additional quantities were used for slope repair damaged by groundwater seeps, embankment slope protection, repair of soft subgrade, additional check dams and erosion control, and minor quantity overrun at planned embankment locations. Fiscal Impact/Cost Benefit Analysis: This change order will increase the contract amount by $32,705 to $436,294.75. This project is funded at 75% by the Federal Emergency Management Agency (FEMA), 12.5% by Washington State, and 12.5% by the County Road Fund. Recommendation: Public Works recommends that the Board execute all three originals of Change Order No. 3 with Bruch and Bruch Construction and return two (2) originals to Public Works for further processing.
