STATEMENT OF ISSUE: The Board of County Commissioners is asked to approve a Public Hearing
Notice for Monday, November 23, 2015 at 10:30 a.m. to receive public testimony on a proposed
Ordinance to adjust fees to reflect the Department of Community Development's actual costs for
development reviews
ANALYSIS: DCD struggles to obtain sufficient revenue to support its operations. To help support the
staff resources needed to provide customer service, DCD proposes an hourly rate increase for 2016. The
proposed new rate is intended to help DCD re-cover the cost of the staff time necessary to provide
customer service and process permits.
The public hearing is proposed to be conducted on November 23, 2015. A notice for this proposed public
will be published in The Leader on November 11, 2015 and posted on the County's web page. An
Agenda Request for this topic for the November 23, 2015 Board agenda will have more information as
well as the proposed new fee and adopting ordinance. The proposed revised Fee Appendix can be
accessed at the DCD website link: http://www.co.jefferson.wa.us/commdevelopment
FISCAL IlIIPACT: The cost for publishing the hearing notice itself is negligible. The new hourly rate
in the proposed Ordinance would increase with a two-step process from the current $78.00 in 2015 to
$85.00 in 2016 and $90.00 in 2017. In 2018 DCD would return to adjusting the rate annually using the
Consumer Price Index. This proposed Ordinance is projected to bring in an additional $18,000 in revenue
in the first year and $30,000 each year after.
RECOMMENDATION: Authorize publication of the attached public hearing notice on proposed
amendments to the Jefferson County Code Fee Appendix.

JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS
NOTICE IS HEREBY GIVEN that the Jefferson County Board of County Commissioners will hold a
public hearing on Tuesday, November 23rd, 2015 at 10:30 AM in the Board Chambers at the
Jefferson County Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368, to consider
proposed amendments to the Fee Appendix of the Jefferson County Code, to revise the hourly rate for
the Department of Community Development. Following the public hearing, the Board may take formal
action on the proposed amendments.
