SUBJECT: HEARING NOTICE re: Proposed Ordinance to Establish Sheriff's Civil
and add a New Chapter in the Jefferson County Code Entitled "Sheriff's F
Hearing Scheduled for Monday, November 23, 2015 at 11:00 a.m. in the
Commissioners' Chambers
STATEMENT OF ISSUE:
The Sheriff's Office is requesting a proposed ordinance to increase the current civil fees, which are based
1992 values, to more accurately reflect present day costs of that process.
ANALYSIS:
Fees collected by the Sheriff do not accurately represent the costs incurred to fund the Sheriffs civil
function. These fees are based on 1992 calculations and need to be updated to reflect current economic
realities.
FISCAL IMPACT:
There is no cost to the Sheriff s Office, or the County, to implement the proposed ordinance. An increase
fees received from conducting civil processes would be used to support the Sheriff s civil function.
Approve and sign the hearing notice setting a public hearing date on Monday, November 23, 2015 at 11:00
a.m. in the Commissioners' Chambers. The notice will be published in the Leader on November 11, 2015.

NOTICE OF PUBLIC HEARING
TO ESTABLISH SHERIFF'S CIVIL FEES
Notice is hereby given that pursuant to RCW 36.18.040(3) and RCW 36.32.120(7), a
public hearing will be held on Monday, November 23, 2015 at 11:00 a.m. in the
Commissioners' Chambers, Courthouse, Port Townsend, Washington for the purpose of
taking written/oral testimony regarding an Ordinance which would, if enacted, increase
the fees the Sheriff's Civil Department will charge for its services and will index those
fees to increase at the pace of inflation for urban wage earners as calculated by the U.S.
government.
The proposed Ordinance contains the following sections:
Section 1:
Adding a new chapter to Title 3 of the County Code
Section 2:
Establishing minimum fees and referencing an indexing methodology
Section 3:
Making the IRS per mile rate part of this fee schedule
Section 4:
The indexing methodology
Section 5:
Requiring publication of the revised fee schedules
Section 6:
Rights of a prevailing party with respect to service costs incurred
Section7:
Severability
Section 8:
Effective date
