The project is located within WRIA 17 and thus is subject to compliance with the WA State Department of Ecology In- Stream Flow Rule for that region. The parcel is located within the_toandos sub-basin in a designated Coastal Management Area; as such, state regulations require the following: 1. INSTALLATION OF A WATER METER, MEETING DEPARTMENT OF ECOLOGY SPECIFICATIONS, IS REQUIRED FOR ALL NEW USES THROUGHOUT THE WATERSHED. (WAC 173-517-180). BROCHURES WITH SPECIFICATIONS ARE ENCLOSED WITH THE PERMIT. Refer to enclosed documents for more INFORMATION; see Ecology web site at http://www.ecy.wa.gov/programs/wr/instream-flows/quilsnowbasin.html or contact Ecology at 360-407-6300. 2.) 10' minimum separation required between the water line and any onsite sewage system components including sewage transport lines. 3.) The health department's approval of this building permit is based on the septic system approved under SEP15-00002. The only waste water stream that may be generated or disposed of on this property is from the employee restroom. 4.) JCPH approval for the septic system connection is approved based on the growing operation using soil as the growing medium. The use of hydroponic or water based growing media IS NOT approved. 5.) JCPH approval is based on the proponent's statement that processing will be limitted to packaging of un-processed materials only. If future production includes the processing of plant material into edibles, oils, or other forms, further review is required by this office. Water use information and waste strength testing will be required prior to further review and approval. 6.) A Stormwater Management Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 7.) Full Dispersion (BMP T5.30) shall have a minimum 100 foot flow path over native vegetated surface, at a 15% maximum slope. Downspouts shall be run to splashblocks or be tight-lined to a rocky outfall. 8.) No Treatment Facilities are proposed or required. No Operation & Maintenance Manual is required. 9.) The proponent shall implement the Stormwater Site Plan and Stormwater Pollution Prevention Plan. The proponent shall install stormwater management facilities and implement Best Management Practices (BMPs) in accordance with the Stormwater Management Manual for Western Washington as specified in the Stormwater Site Plan, including the Stormwater Pollution Prevention Plan. The storage and handling of inflammable liquids, liquified petroleum, gases and explosives shall comply with rules andegulations falling under the jurisdiction of the fire marshal, the laws of the state and other local ordinances. Bulk storage of inflammable liquids below ground shall be located nb closer to the property line than the greatest dimension (diameter, length, or height)of the tank. 16.) Commercial and industrial developmerts located in all zoning districts shall screen from areas frequented by the general public all materials stored outside buildings or structures which are not for display or immediate sale. Areas frequented by the general public shall be defined as public streets and rights-of-way, and other areas normally used by the general public located adjacent to the subject property. 17.) The intensity of sound emitted by any commercial or industrial activity shall not exceed levels estabished by the Washington State Department of Ecology under WAC 173-60, and by Jefferson County under Resolution No. 67-85, "Establishment of Environmental Designations for Noise Abatement Areas for Jefferson County." 18.) Off street parking shall be provided in ccordance with the minimum standards set forth in Tables 3&4 of the Jefferson County Z ping Ordinance. For every two employees on shift, one(1)off street parking space i required. (No less than one (1) per 800 square foot of gross floor area). No less than % of the total number of parking spaces or a minimum or one(1)space, whichever i greater, shall be designated handicap parking and be no less than 13' 0"wide. 19.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 20.) Installers must use straight sections of pipe before and after the meter, straightening vanes, or other flow conditioning devices as necessary to provide even flow through the meter. • Meters will be installed 8 to 12 inches below the meter box lid,or as appropriate for location and geographic area. • It is the home builder's or well owner's responsibility to maintain the meter and meter box in good working order. If installation does not meet specifications or there are abnormal readings, the home builder or well owner must assure that equipment is reinstalled, repaired, or replaced as necessary.
