MEETING MINUTES – Thursday, October 22, 2015

OPENING BUSINESS:
Meeting called to order by Al Cairns at 3:00 PM.

Guest Speaker: Ric Kenney of the Port Townsend Tool Shed. As a tool lending library, the goal is to have a
stock of tools that people can check out to complete their projects. They will also be providing knowledge on
the maintenance of those tools. This will be a community resource. They hope to provide an uplifting space
where people can come together to share their knowledge. They try to foster creativity as well a practical
solutions when fixing things.
The Fix-it Café is a community outreach of education for maintenance and repair. People can bring in broken
items to learn to repair and maintain.
This ties in with solid waste in keeping things out of the landfill.
They have already worked with The Recyclery and are hosting sessions there on training bicycle mechanics and
teaching how to maintain those tools.
They have also done tool maintenance with the Wooden Boat Foundation and Community Boat project. In the
Community Boat project they work with a lot of kids.
Their primary needs at this time are people and a space. People that can do PR, web design and social media are
needed. They are limited in the tools and availability due to space.
Would like to be involved with robotics clubs and groups that have 3D printers to create parts.
If you give people the physical and mental tools to do the job you can do anything.
They currently meet every Tuesday at Thimbleberry from about 5 on. It’s on 35th Street and San Juan in a
residential location. Tools are located in several locations.
Laura will add their information to the website and include in flyers.

BUSINESS:
1. Rick Hlavka went over the SWMP timeline/schedule into 2016
2. SWMP updated Chapter 7 Waste Transfer and Disposal:
Quickly went over changes made to chapter 7 from last meeting. Clarification of Waste Export Planning
contract bid or re-negotiate. Discussion on Table 7-2 Ratings. On page 7-10 will change the analysis of
waste export alternatives to the year 2017 instead of 2016.
3. SWMP updated Chapter 8 Special Wastes:
8.2 Biomedical Wastes: Discussion on how needles and syringes are handled
8.3 Contaminated Soils: Discussion on types of contaminated soils, mycoremediation, options for
recycling soil and cleaning soil. Current protocol has small residential soil contamination pre-
determined by the handling facility and may allow it to be disposed of at our transfer station. Jefferson
County will continue to refer individuals to the Department of Ecology for clean-up information.
8.4 Disaster Debris: Currently there are 2 staging sites, the 2 transfer stations including the top of the
closed section of the transfer station on Jacob Miller Road.
Possible alternative sites will be directed to the Emergency Management Plan.
Nature of the debris was discussed for proper disposal.
Add a line that refers to the Emergency Management Plan for departments that cover certain debris.
8.5 Electronics: discussion about State E-cycle covered and non-covered items. Alysa went over the
changes with Skookum electronics recycling beginning November 1st. Skookum will no longer
participate in the aluminum by-back program. Also will not take the non-covered electronics. Specific
shredding day suggested. Going back to what they do best: receiving, baling and shipping out
recyclables. This will accomplish keeping the facility clean and productive. Alternative recycling is
being listed on the Jefferson County web site.
8.6 Moderate Risk Wastes: First paragraph on page 8-9 needs to add “currently doing” for the public
education and information. Discussion on pesticides and education to alternatives.
In Table 8-3 add to H: and Safer Alternatives
8.7 will be continued at next meeting.
Rick will send out the rating for Chapter 8
4. SWAC Membership Update: Jerry reported that Jean Ball would like to be the District #3
representative and Alyssa will be the primary member representing Skookum instead of Matt Hall.
Motion from Kent to have staff recommend Jean Ball for District #3 and Alysa for primary
representative for Skookum. Motion carried.
