Fredericks Street Port Townsend, WA 98368 Jefferson County Tax Parcel 948601301 SEP14-143 SEP02-111 ZON14-45 MLA14-90 Dear Ms. Porto, Thank you for your review of our Tank Only design and permit application for the referenced site. This letter provides our response to your letter dated January 23, 2015, requesting that additional items be completed prior to Environmental Health completing review of this application. System Adequacy The existing on-site system (SEP02-111) currently receives effluent at rates far below its rated 240 gal per day capacity, with one to two daytime workers currently using the existing single restroom. However, current usage does not represent the proposed future use of this system once proposed site development is completed. To predict future use, Suzanne Martin, Jefferson County on-site sewage system designer, in October 2014, evaluated the adequacy of the existing system for the proposed use, and concluded that: • Only domestic wastewater will be discharged to the existing on-site system, • Irrigation water used in the proposed greenhouses will not be discharged to the system, • The proposed maximum of 14 employees are likely to generate about two-thirds of the system's 240 gal/day peak rating, or less than about 160 gals/day, • An additional restroom may be added in Building A (this Tank Only application, SEP 14- 143), and • Waste strength is likely to be similar to that of domestic wastewater, and thus not likely to strain the system's capacity to handle its rated flow. Streamline concurs with Ms. Martin's system capacity evaluation. Comment 1. Existing Structure The existing building does NOT include a kitchen, as previously stated by the undersigned. A single bathroom would be the only wastewater-generating Ptb Page 2 I 120,5 facility in the existing structure. The floor plan of the existing structure is depicted in the attached, Revised Site Plan with Proposed Developed Conditions and Proposed Septic Tank/Pump Chamber. Comment 2. Number of Employees, ' ,it a ""a • Strength, Adequacy Calculations Dream City LLC anticipates a maximum ► 14 employee , with typically only fou sent at any one time. As determined by Suzanne Martin ane a irmed by Streamline, assuming about 11.5 gals of wastewater generated per person per day,the facility is expected to discharge no more than about 160 gals/day. With only domestic wastewater, typical waste strength is expected. Comment 3A. Tank Specifications To provide plenty of solids settling capacity, and ample emergency storage, we are proposing, as you have recommended, to increase the additional septic tank/pump chamber to 1,500 gals. The proposed custom-order tank shall meet the following specifications: • Traffic-rated 1,500 gal two-compartment septic tank without effluent piping, • Equipped with 3" reinforced concrete water-tight dividing baffle integral to tank, • Connection between compartments shall consist of 4" PVC drop tube arrangement similar to grease interceptor compartment connections (as opposed to a mid-column slot), • Connection invert 51" above tank bottom, and • Shall be provided by a Jefferson-County approved septic tank manufacturer. Comment 3B. Screened Basket The pump vault(Compartment 2) shall have a screened basket surrounding the pump in addition to the filter-equipped outlet baffle from Compartment 1. The recommended unit is an Orenco Screened Pump Vault model SV156018 (15"diameter, 60"tall). Comment 4. Justification for Proposed Connection to Existing System The proposed connection from this proposed septic tank/pump chamber to the existing building sewer would be at least 6 ft upstream of the influent to the existing septic tank, as shown on the attached Site Plan. The proposed facility would have two restrooms; one in the existing building and one in proposed Building A. We do not know in advance which restrooms employees will choose to use. The proposed connection from the proposed additional tank will ensure ample solids settling capacity in any restroom-use scenario. For example, if all wastewater is generated from the existing restroom, the contribution from the proposed additional restroom would be negligible, and the performance of the existing septic tank and pump tank configuration would be largely unaffected. Conversely, if all wastewater is generated from the proposed additional restroom, then the proposed additional tank should enhance overall system performance by providing an additional solids settling stage. Most likely, the two restrooms would each be used at comparable levels. In this case, the proposed additional tank would provide enhanced solids settling for some of the wastewater,while the existing system,which is rated to handle the entire expected flow, continues to treat all wastewater. Comment 5. Meeting Pressure Distribution Systems RS&G With the revisions discussed here, the proposed additional tank will meet all specifications under Section 2.4.2 Pump Vault System in a Single Compartment Septic Tank. The main revision is that we are now proposing a 1,500 gal tank (the minimum recommended volume for this configuration), equipped with a screened pump vault. A 1,500 gal two-compartment tank will have at least 500 gals in Compartment 2, providing a surge volume above the "pump on"level equal to the entire system's Page 3 FEB 11 2015 �nt�frn;, rated capacity, plus an emergency storage volume of at least 75% of the entire system's rated capacity. Comment 6. Site Plan Consistency The Building Permit Application Site Plan has been modified to reflect the proposed connection to the existing septic system as described here. Tank Selection: The proposed 8O0 gal Building A septic tank with pump chamber must be manufactured by a Washington Department of Health-approved tank manufacturer. Two local manufacturers include: 1. Peninsula Septic Tanks of Sequiml3�60 4714i t3)s Ae.g6 RRdiV Mix of Port Hadlock (360-385-0582). SWU Approved r Con uit ti Tank Placement: The septic system designer must supervise layout of a propose epti tank/pump chamber prior to excavating. The tank excavation must be deep enough to place the tank to receive gravity flow from the Building A sewer. The tank excavation must have a horizontal bottom prior to adding bedding material. Eight inches (8") of pea gravel bedding must be provided to evenly support tank in order for tank warranty to remain effective. Tank must be covered with a 1-ft minimum thickness of compacted soil, structural fill, road bed and/or asphalt, to a maximum cover of 4-ft. Building A Sewer: A new sewer from proposed Building A shall discharge to the new septic tank influent. Piping shall consist of ASDTM D3034, or equivalent, with integral bell and gasket, sloped 2%. All elbows shall be long-sweep. A screw-plugged clean-out plumbed to-grade and connected to the Building A sewer at the first elbow shall allow servicing of this sewer. Clean-out shall terminate at-grade, finished in 6"x24"x24" concrete pad, or with similar stabilized installation. New Septic Tank Effluent Filter: The proposed Building A septic tank first compartment shall be equipped with a removable effluent filter with minimum 1/16" inch mesh size. The recommended model is: Zoeller 170-0078 Septic Tank Effluent Filter. An extension handle shall be provided if the filter is deeper than 2 ft below grade. Risers: Pre-cast concrete riser rings shall be installed above all tank openings and distribution box. Tank access riser rings shall be bonded with mortar to the tank lid, and sealed with 3MTM Marine Adhesive Sealant 5200 (or equivalent, or better) to integral rings built into tank openings of proposed tank. Concrete risers and traffic-rated lids should be flush with grade if set within parking area, or 1 to 2 inches above grade if set in grass. Piping and conduit openings shall be grouted and/or sealed, or equivalent, in order to prevent the transport of water or gases. Electric Supply: All electrical equipment installed within the pump tank must be of non-corrosive material and rated for sewer gas exposure. Any wire splices installed in pump tank must be suitable for wet locations. Any electrical conduit material must be non-corrosive and must be installed to prevent the transport of gases or vapors (sealed). Control Panel: The control panel must be powered with two circuit-breaker-protected electrical supply circuits (one for pump, one for alarm and controls). The panel must count doses, or elapsed pumping time, and must indicate with light and audible buzzer when "alarm" level is exceeded within the pump chamber. The recommended panel is an Orenco S1ETMCT for 115 Volt service (or Aquawor( IPC Simplex).
