In September 2014 I completed structural design for window and door revisions. A building permit was issued but I do not know the permit number. The work included removing a 4'x4' window and replacing it with two 6'x6'-8" double doors and, in another room, removing a 4'x4' window and replacing it with a 5'x4' window. Both locations were on the lower level. My design called for either a 6x10 DF-L#1 or 5-1/8x9 GLB header at both locations. The design also called for the creation of a 7' long shear wall, with hold-downs, in the common wall between the doors and the window. The project did not require any electrical relocations. The contractor on this project was Michael Warren, Warren Enterprises, 360 981-9388. As I understand, Mr Warren did not request framing inspections and the County now requires interior GWB removal to expose the framing or a letter from the engineer stating that all installations were done correctly and in accordance with the approved design. While I did not inspect the construction, I believe that the work is satisfactory. On Monday I inspected the installations with Mr Smith. Also, I have collaborated with Mr Warren on several local building projects and have found him to be a careful and responsible contractor. I interviewed him about this work and he assures me that it was done per plan and code. He was not on-site at the time and his crew, in their hurry to finish, did not call for the required County framing inspection. This is not a good excuse, but it is what happened. So, to save the owners from the extreme inconvenience of GWB removal, I hope you can accept my statement and consider this project finished. Thank you. Unfortunately,the only way for the building department to sign off on the framing, insulation and wall board nailing, is to have you remove portions of the wall so we could see it. An alternative to this would be to consult an engineer, licensed in WA state, and send u a stamped letter confirming the construction was completed per plan and provide the work order from the insulation co pang listing the R-Values installed (if the engineer is unable to sign o on this as well). Once this is received,we can final the permi in our data base as no further site inspections would be required. Please let me know if you need further assi tance. It shall be the duty of the permit holder or their agent to notify the building official that such work is ready for inspection. It shall be the duty of the person requesting any inspections required by this code to provide access to and means for inspection of such work. In order for our department to properly inspect the framing and insulation, you would have to "provide access to",or remove everything that is covering the framing and insulation, namely, all the wallboard. Since this is usually not a preferred option, we usually suggest the applicant consult a professional to confirm the construction was done per plan, rather than tear down all the sheet rock. R109.2 Inspection agencies. The building official is authorized to accept reports of approved agencies, provided such agencies satisfy the requirements as to qualifications and reliability. If not, could you? 2) If you can't use borescopes, if I sent you copies of the engineering framing drawings, could you mark up the drawings to indicate where and how of the the sheet rock would need to be removed? I could attach the drawings to an e-mail as PEGS or I could send you paper copies.
