The health departments approval of this building permit is based on the septic system approved under SEP15-00002. The only waste water stream that may be generated or disposed of on this property is from the employee restroom. 2.) JCPH approval is based on the proponent's statement that processing will be limited to packaging of un-processed materials only. If future production includes the processing of plant material into edibles, oils, or other forms, further review is required by this office. Water use information and waste strength testing will be required prior to further review and approval. 3.) JCPH approval for the septic system connection is approved based on the growing operation using soil as the growing medium. The use of hydroponic or water based growing media IS NOT approved. 4.) A Stormwater Management Plan has been submitted and approved by the Department of Community Development. Once the subject permit has been issued the applicant shall fully implement the provisions of the submitted plan and contact the Jefferson County Department of Community Development to arrange a schedule to inspect the property for plan compliance. A Certificate of Occupancy will not be issued until the Department verifies plan compliance. No clearing for roadways or utilities shall occur on the project site until clearing necessary for the installation of temporary sedimentation and erosion control measures have been completed. 5.) Full Dispersion (BMP T5.30) shall have a minimum 100 foot flow path over native vegetated surface, at a 15% maximum slope. Downspouts shall be run to splashblocks or be tight-lined to a rocky outfall. 6.) The proponent shall implement the Stormwater Site Plan and Stormwater Pollution Prevention Plan. The proponent shall install stormwater management facilities and implement Best Management Practices (BMPs) in accordance with the Stormwater Management Manual for Western Washington as specified in the Stormwater Site Plan, including the Stormwater Pollution Prevention Plan. ALL TEMPORARY EROSION & SEDIMENTATION CONTROL MEASURES AND PROTECTIVE MEASURES FOR SIGNIFICANT TREES SHALL BE INSTALLED PRIOR TO INITIATING ANY LAND DISTURBING ACTIVITIES. 7.) PRIOR TO COMMENCING LAND DISTURBING ACTIVITY, THE PROPONENT SHALL NOTIFY JEFFERSON COUNTY PUBLIC WORKS DEPARTMENT FOR INSPECTION OF TEMPORARY EROSION AND SEDIMENTATION CONTROL(TESC) MEASURES. 8.) THE PROPONENT SHALL CONTACT JEFFERSON COUNTY PUBLIC WORKS FOR INSPECTION OF STORMWATER MANAGEMENT FACILITIES. 9.) Vegetated filter strips along south and east sides of 2.3 acre clearing are to be installed per BMP C234, Stormwater Management Manual for Western Washington. 10.) Outdoor residential storage shall be maintained in an orderly manner and shall create no fire, safety, health or sanitary hazard. • . 11.) Not more than 2 unlicensed vehicles shall be stored on any lot unless totally screened from view of neighboring dwellings and rights-of-way. Such screening shall meet all applicable performance and development standards specific to the district in which the storage is kept, and shall be in keeping with the character of the area. Screening shall meet the requirements of Chapter 18.30 JCC. Outdoor storage of 3 or more junk motor vehicles is prohibited except in those districts where specified as an automobile wrecking yard or junk(or salvage)yard and allowed as a permitted use in Table 3-1 or Chapter 18.18 JCC, and such storage shall meet the requirements of JCC 18.20.100, Automobile wrecking yards and junk(or salvage)yards. In no case, shall any such junk motor vehicles be stored in a critical area. 12.) The storage and handling of inflammable liquids, liquified petroleum, gases and explosives shall comply with rules and regulations falling under the jurisdiction of the fire marshal, the laws of the state and other local ordinances. Bulk storage of inflammable liquids below ground shall be located no closer to the property line than the greatest dimension (diameter, length, or height)of the tank. 13.) Commercial and industrial developments located in all zoning districts shall screen from areas frequented by the general public, all materials stored outside buildings or structures which are not for display or immediate sale. Areas frequented by the general public shall be defined as public streets and rights-of-way, and other areas normally used by the general public located adjacent to the subject property. 14.) The intensity of sound emitted by any commercial or industrial activity shall not exceed levels estabished by the Washington State Department of Ecology under WAC 173-60, and by Jefferson County under Resolution No. 67-85, "Establishment of Environmental Designations for Noise Abatement Areas for Jefferson County." 15.) Off street parking shall be provided in accordance with the minimum standards set forth in Tables 3&4 of the Jefferson County Zoning Ordinance. For every two employees on shift, one (1)off street parking space is required. (No less than one(1) per 800 square foot of gross floor area). No less than 2% of the total number of parking spaces or a minimum or one(1)space,whichever is greater, shall be designated handicap parking and be no less than 13'0"wide. 16.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 17.) Exterior lighting for commercial and industrial uses shall not exceed thirty feet(30') in height from the finished grade. Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure. Ground level lighting is encouraged. 18.) Loading and unloading must occur on site(off-street). 19.) Signs shall be reviewed administratively by the Department of Development Review. An administrative determination to approve a sign application shall be made when the proposal is consistent with the goals, policies, and provisions of the Comprehensive Plan, and/or applicable community development plan, and this ordinance. 20.) The building height is not to exceed 35 feet. 21.) Maximum lot coverage is not to exceed 25%. Lot coverage is defined as amount of impervious surface which includes roof tops, driveways, concrete, etc. • , 22.)
