HomeMy WebLinkAbout112315_ca06Consent JEFFERSON COUNTY BOARD OF COUNTY COMMISSIONERS CONSENT AGENDA REQUEST TO: Board of County Commissioners Philip Morley, County Administrator FROM: David Goldsmith, Interim Director, DCD Jodi Adams, Office Coordinator, DCD DATE: November 23, 2015 SUBJECT: Consultant Contract — Associate Planner Amendment #1 STATEMENT OF ISSUE: The Department of Community Development (DCD) has a need for additional assistance for processing land use permit applications. Former DCD Associate Planner Michelle Farfan has agreed to work for DCD for a limited time under a contract arrangement. This contract will be expiring December 311, 2015 and will exceed the initial $20,000 cap. ANALYSIS: DCD has a backlog of permit applications, creating high caseloads for each planner and consequential delays in issuing permits. As we continue to be without a Planning Manager, and will soon be short another Associate Planner, we would like to keep Michelle as a contract employee to prevent us from falling further behind on permits. Community Development staff hopes to keep Michelle on staff until we are able to fill the current associate planner and planning manager vacancies. A proposed contract amendment for planning consultant services with Michelle Farfan is included with this memo. The contract has been reviewed and approved as to form by the County's Chief Deputy Prosecuting Attorney. FISCAL IMPACT/COST-BENEFIT ANALYSIS: The contract amount is $10,000, and is to be paid for by the Salaries and Benefits monies that have been saved by our two vacant positions. RECOMMENDATION: Approve the contract with provided with this agenda request. Philip Morley-, County Administrator Date PROFESSIONAL SERVICES AGREEMENT FOR A LAND USE PLANNING CONSULTANT Between JEFFERSON COUNTY and MICHELLE FARFAN Purpose: The purpose of this amendment is to extend the term of this agreement through March 31, 2016. WHEREAS, on April 1, 2015, Jefferson County, a municipal corporation (herein known as "County") entered into an agreement ("original Contract') with Michelle Farfan (herein known as "Consultant'); and WHEREAS, the County and Consultant intend to extend the term of this Contract through March 31, 2016; NOW, THEREFORE, the parties agree as follows: 1. SECTION 1. EFFECTIVE DATE OF CONTRACT is hereby amended to read: The Contract will become effective on April 1, 2015, and terminate on March 31, 2016. Each subsequent year shall require a new contract, although the parties may agree to renew this contract annually by jointly executing a contract amendment extending its term. In no event will the Contract or amendment thereto become effective unless and until it is approved and executed by the Jefferson County Board of Commissioners. 2. EXHIBIT B: COMPENSATION is amended to read: Consultant will be paid an hourly rate of $60.00 for Land Use Planning and is not to exceed $10,000 for the period of January 1, 2016 to March 31, 2016. This amount may be exceeded only with prior written approval of the County Administrator.
