Approval of October 22, 2015 minutes: Spelling correction: mycoremediation instead of micro remediation. Bart moved with Hank seconding to accept the minutes with the correction. Motion carried. BUSINESS: 1. SWMP Updated Chapter 8 Special Wastes. Beginning with page 10 Discussion on pharmaceutical disposal facilities in Port Townsend. The only facility currently is the County Sheriff’s department. Controlled substances must be handled/disposed of by law enforcement. The pharmaceuticals are transported to Spokane for disposal. Suggestions are to open dialog with the City Police Department to reconsider handling controlled substances and promote product stewardship. Alternatives would be to investigate additional takeback programs for pharmaceuticals in Port Townsend. 2. 8.8 Other special wastes: Discussion on derelict vessels disposal. Discussion and support for a Deconstruction Facility for the Port as appropriate. 8.9 Evaluation of special waste alternatives: Rick will add pharmaceuticals and deconstruction facility into recommendations. 8.10 Special Waste Recommendations. Discussion on deconstruction facility in the plan. 3. Chapter 9 Administration and Public Education: 9.1 Goals: Change the wording “adopted” to “recommended”. Page 9-3 discussion on projected reserve fund balance amount. Language could expand on the financial assurances and requirements that make the reserve funding appear so large. Example could be made of the cost to replace equipment in order for the facility to operate. Table 9-1 does not contain the 2016 figures as they have not been approved by the county commissioners yet. Page 9-5 in the recent activities paragraph, Laura will send updated information to Rick. Discussion followed on the 5% reduction amount of food waste disposal goal and the repercussions of reduced waste disposal income. Next paragraph: discussion on how the public is informed of services and costs. Certified haulers send out a letter once a year to customers and advertise in the newspapers more often. 9.3 Planning Issues for Administration and Public Education: Discussion of Collection and Disposal Districts. Also discussed alternative funding methods. Table 9-4 Ratings for the Administration and Public Education Alternatives: Item A: briefly discussed fall in market prices. Item C: include expanded funding. Rick will send out the ratings for Chapter 9. From the floor: Straw bales have been inoculated with Oyster mushrooms and placed in streams to “eat” E.coli.
