ADMINISTRATIVE FRONTYARD ROAD SETBACK VARIANCE
PROJECT LOCATION:
Parcel Number 968 900 032 in Section 17, Township 28N, Range 01E, WM, located at 65 Anchor Lane, Port Ludlow,
WA 98365
FINDINGS:
1.) The Administrator finds that this application complies with applicable provisions of the Unified Development Code,all other
applicable ordinances and regulations,and is consistent with the Jefferson County Comprehensive Plan and Land Use
map.
2.) The Applicant has request a reduction in the required 20 foot road setback per JCC 18.30.05 NOTE#6, that
states in part, 'The administrator may reduce the minimum road setbacks if the strict application of such
setback would render a legal lot of record unbuildable under the provisions of this code." Due to the unusual
orientation of the lot, the front yard setback is also effectively a side yard setback, adding an additional 15 feet
of required setback to what would otherwise be a standard sideyard setback of 5 feet. This additional 15 feet
makes placement of the standard model home impossible to place on the lot without reducing the 20 foot
setback to 15 feet. No acceptable alternative is available and no negative impacts should the request be
granted have been identified, therefore, Staff recommends approval of the request for a reduction in the
required 20 foot front yard setback to 15 feet on the westerly side of the lot 32, as indicated on the approved
site plan.
3.) The site plan as submitted with the Zoning Road Setback Variance application on November 2, 2015 has been
reviewed for consistency under the UDC, and has been approved by Jefferson County Department of
Community Development. Any modifications, changes, and/or additions to the stamped, approved site plan
dated December 10, 2015 shall be resubmitted for review and approval by Jefferson County Department of
Community Development.
4.) This approval is for a Reduction for the Required 20 Front Yard Setback to 15 Feet on the Western Boundary of
Lot 32 only. Any future permits on this site are subject to review for consistency with applicable codes and
ordinances and does not preclude review and conditions which may be placed on future permits.
APPEALS:
Pursuant to RCW 36.70C,the applicant or any aggrieved party may appeal this final decision to Jefferson County Superior Court
within twenty-one(21)calendar days of the date of issuance of this land use decision. For more information related to judical

5) Attach a site plan that has been drawn to scale showing: all property boundaries, all existing
structures, buffers from critical areas (streams, wetlands, geologically hazardous areas, etc.) utilities
(water lines, electrical lines, etc.), easements, driveways and septic system components. Label
distances from the proposed structure to all of the above.
6). Please explain in detail why your proposal is unable to meet the required road setback. In your explanation
describe all restrictions on your property which prohibit meeting the required setback(examples: streams,
wetlands, landslide hazard, steep slopes, shoreline, etc.) Please attach any special reports or photos you have
to support your request. In order to provide a complete explanation please attach additional sheets if
necessary.
Due to the size and orientation of the lot , we would be unable to build any of our
homes without getting a 5' varrience on the side yard of the home. We are proposing
a 15' setback which meets the 14' frontage easement that as required per the final
plat. Within the 14' easement we will construct a fence (not to exceed 30" in height),
a 4' gravel pathway and the remaining will be planted with bushes and flowers
to maintain as much of a buffer along Anchor lane as possible. No parking areas will
be installed along anchor lane on the west of the home.
