CALL FOR BIDS for Supply of Liquid Asphalt Products for
Bituminous Surface Treatment for Calendar Year 2016
CALL FOR BIDS for Supply of Liquid Asphalt Products for Bituminous Surface
Treatment (BST) Program. The Call for Bids is required for publication for
procurement of products in accordance with RCW 36.32.240 Et RCW 39.04.
Analysis/Strategic Goals/Pro's £t Con's:
The liquid asphalt products are to be used by the Department of Public Works
Road Operations in the annual road preservation chip seal program.
Fiscal Impact/Cost Benefit Analysis:
Purchase of liquid asphalt products is accounted for in the 2016 Department of
Public Works Road Operations Budget. The Engineer's Estimate value of the
contract is $257,750.00 plus Washington State Sales Tax.
Recommendation:
The Department of Public Works recommends the Board approve the Call for Bids
and authorize the Chair to sign the attached Call for Bids where indicated, and
return it to the Department of Public Works for publishing.

NOTICE TO CONTRACTORS
CALL FOR BIDS
SUPPLY OF LIQUID ASPHALT PRODUCTS FOR BITUMINOUS SURFACE
TREATMENT (BST) FOR CALENDAR YEAR 2016
Notice is hereby given that the Board of County Commissioners of Jefferson County, State of
Washington, will receive sealed bids for supply of liquid asphalt products up until the hour of 9:30 a.m.
on Monday, January 4, 2016 at the Office of the County Commissioners, basement level of the
Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington,
98368. Sealed bids will be opened and read publicly at 10:00 a.m., or shortly thereafter, on the same
day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County
Courthouse.
This Contract provides for supply of liquid asphalt products for use by the Jefferson County Department
of Public Works in the annual chip seal maintenance program on various county roadways in calendar
year 2016, all in accordance with the Contract Provisions and the WSDOT Standard Specifications.
The Engineer's Estimate for this contract is $257,750.00, plus Washington State Sales Tax.
Bids shall be submitted in accordance with the plans and specifications on file at the Department of
Public Works, 623 Sheridan Street, Port Townsend, Washington, where copies may be obtained by
prospective bidders. Printed copies may also be obtained by calling the Department of Public Works
at 360-385-9160, and electronic copies may be obtained by emailing pubworks(cDco.iefferson.wa.us.
Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check, or
certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid
amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a
contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10)
calendar days of the award. The Board of County Commissioners reserves the right to reject any and
all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all
informalities in the bidding.
Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of 1964, 78
Stat. 252.42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of
Transportation, subtitle A, Office of the Secretary, Part 21, nondiscrimination in federally
assisted programs of the Department of Transportation issued pursuant to such Act, hereby
notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be
afforded full opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, national origin or sex in consideration for
an award.
