Subject: Contract Supplement #2: Collection System Local Improvement
District Support Services - Port Hadlock Wastewater Facility
Statement of Issue:
The Department of Public Works requests Board approval of the attached Supplement #2 for the
Collection System Local Improvement District (LID) Support Services contract with Tetra Tech, Inc.
for the Port Hadlock Wastewater System. Supplement #2 extends the completion date by two
years until December 31, 2017.
Analysis/Strategic Goals/Pro's &t Con's:
Lack of adequate funding from State and Federal sources has delayed the implementation of this
project; however, it is advisable to keep the consultant under contract to provide services
contained in this contract which may be needed over the course of the next two years including:
public outreach, finance planning, and cost estimating services.
Fiscal Impact/Cost Benefit Analysis:
Supplement is for time only.
Recommendation:
The Department of Public Works recommends that the Board execute Supplement #2 and return
two originals to the Department for further processing.

The Local Agency of Jefferson County desires to supplement the agreement entered
into with Tetra Tech, Inc. and executed on March 11, 2013
and identified with Project Title: Collection System Local Improvement District Support Services — Port
Hadlock Wastewater Facility
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section II, SCOPE OF WORK, is hereby changed to read:

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of
calendar days for completion of the work to read: "All work under this AGREEMENT shall be
completed by December 31, 2017'.

Section V, PAYMENT, shall be amended as follows:
