Port Ludlow, WA 98365 NOV To Whom It May Concern, Jeff, rsa" Co I, Meehan-Roulst Consulting was contacted by Lori Millard and Suzanne Martin, seta; ntY, designer, to investigate two drainages on parcel number 70273003. Smdy wasconducted Ncalth September 2nd, 2015. There were two drainages. One to the north of parcel and one to the south, below the existing home. Please see Appendix A for location of drainages. Suzanne Martin contacted me to see if they needed to be classified in order to install a new septic area for Lori Millard's property. Neither stream is documented on the Department of Natural Resource's maps. I have spoken with Jefferson County's biologist, Donna Frostholm, concerning the drainages. If the drainages are not documented, they are un regulated. At most, they are just drainages coming out from the hillside during high rain events. In my professional opinion, the drainage to the north of the parcel would be a "Non Type Water" that is seasonal and does not drain to any Type Water. It runs down Highway 101. The drainage to the south would most likely be a "Non Type Water" as well that is perinneal. At the time of site visit, the drainage to the south was still draining down towards Highway 101. Non Type waters are un regulated and therefore, require no buffer. At worse case scenario, the drainage to the south would be a "Non Fish Habitat-Perennial Stream" which would have a 75' buffer applied on it. Even in this situation, Suzanne Martin measured that the newly designed septic area would be at least 100' away which would be well out of this buffer. Since the drainages are not mapped on DNR maps, the drainages are not streams. If Jefferson County would like a further investigation, or more information, I, Meehan-Roulst Consulting can fill out DNR's Stream Modification Forms and request for Ross Goodwin from DNR to come out and look at the drainages and see if he would classify them.
