INTRODUCTION IThis Stormwater Site Plan has been prepared for the construction of an on-site wastewater treatment and disposal facility near Brinnon,Washington(Figure 1-1). PROJECT DESCRIPTION Washington State Parks and Recreation Commission is replacing 10 septic drainfields at Dosewallips State Park with a new centralized wastewater treatment and disposal system.The new wastewater treatment facility will be a Membrane Bioreactor (MBR) capable of treating ' wastewater to a Class AB reclaimed water quality.Treated effluent will be disposed of through rapid infiltration basins(R1Bs). This stormwater site planis for this proposed wastewater treatment facility. Elements of the ' facilityinclude anapproximately 9,900-square-foot paved access road, a 5,400-square-foot parking lot, a 1,250-square-foot building, and 17,200 square feet of gravel maintenance roads. The total impervious surface area is 33,750 square feet(including the gravel roads as impervious). Phase 1 of this project has already been completed. This consisted of constructing the access road with a gravel surface and clearing the entire area required by the treatment facility and RIBs.This new phase(Phase 2)will complete the construction of the facility and its associated tanks, pipes,building, parking lot, and gravel roadways. 2.1 PROPOSED CONSTRUCTION ' The entire project limits have already been cleared as part of first phase of this project. The access road,which is currently a gravel road,will be paved, along with a new parking lot. An operations building will also be constructed, along with gravel roadways around the cleared ' area to provide maintenance vehicle access. Remaining cleared areas will be seeded for vegetation. The site will have low use, with approximately one to two vehicles being present at the site at any time. Construction of the paved access road, parking lot, and gravel access roads will require 900 cubic yards of fill with 3,700 cubic yards of cut. Best management practices (BMPs) for erosion and sediment control will be implemented throughout the project to avoid adverse impacts during construction. EXISTING CONDITIONS The project location is on public property owned by the applicant(Washington State Parks and Recreation Commission). The site is currently a relatively undeveloped forested parcel. It is zoned as Rural Residential with a conditional use.Areas adjacent to the site are zoned as Rural ' Residential. 3.1 TOPOGRAPHY, LAND COVER AND LAND USE ' The parcel is rectangular, approximately 1,364 feet by 650 feet. It slopes approximately 1 percent from the west to the east,with a low spot in the northeast corner.The parcel in general is forested, having been logged around 50 years ago. Native vegetation includes typical indigenous shrubs and trees, such as Douglas fir, cedar, white pine, salal, evergreen huckleberry,and rhododendron. ' Phase 1 of the project constructed a 12,156-square-foot gravel access road and cleared a 69,000-square-foot area for the MBR facility. The west side of the parcel abuts Church Road. All other sides abut adjacent residential ' landowners and one cemetery. Residential properties range from 1 to 5 acres in size and are moderately forested with clearings for driveways, houses, and yards. Power is supplied by Mason County PUD No. 1. Water is provided by individual wells, and lots use on-site septic ' systems for sewer. The parcel and surrounding properties lie on a flat plateau, with Hood Canal approximately 1,000 feet from the eastern property line and the Dosewallips River approximately 2,700 feet ' to the south and 1,800 feet from the west property line. Rural development extends for about 2,000 feet from the north property line and then becomes undeveloped forest and mountainous lands. ' 3.2 SOILS In 2011, an infiltration and hydrogeologic assessment was performed at the site by Aspect Consulting (Aspect Consulting). The purpose was to determine if the site was suitable for construction of an RIB for treated wastewater disposal and if the site could support a water supply well.The site is overlain with approximately 6 inches of forest duff,with gravelly sand to sandy gravel to a depth of at least 18 feet. In general, it is described as recessional outwash deposits. Infiltration tests performed during the investigation found infiltration rates of approximately 35 inches per hour within the native. Long-term design infiltration rates are 10 inches per hour. This verifies the Soil Conservation Service soil map for the area, showing Hydrologic Group A (outwash) soils. National Resource Conservation Service (NRCS) soil survey maps show the project site to be underlain with Grove very gravelly loamy sand,which has a hydrologic group ' of"A." This soil type has a high infiltration rate when thoroughly wet, consisting of mainly deep, well-drained to excessively drained sands or gravelly sands with a high rate of water transmission(NRCS,2014). ' 3.3 EXISTING AND NATURAL DRAINAGE DESCRIPTION Water currently completely infiltrates on site into gravel or forested areas.No visual evidence exists of standing water, natural drainage paths, or other standing or flowing water.No water discharges from off of the site. The two closest drainage areas are the Dosewallips River,which is 1,400 feet away,and Hood Canal,which is 1,000 feet away. 3.5 CRITICAL AREAS The site is located within a critical aquifer recharge area.The Washington State Department of 111Fish and Wildlife indicates that there is likely Marbled Murrelet habitat within 0.75 mile of the site. There are no perennial or intermittent streams located on or immediately adjacent to the site. No lakes, ponds, or wetlands are located on or near the parcel. The Dosewallips River is 1,400 feet away,and Hood Canal is 1,000 feet away from the parcel. The site does not contain,nor is it adjacent to,geologically hazardous areas. 3.6 DEPTH TO GROUNDWATER Monitoring wells that were developed as part of the 2011 hydrogeologic investigation (Aspect Consulting) show that groundwater levels are approximately 38 to 63 feet below the ground surface at the site. 3.7 WELLS AND FUEL TANKS Water service for the site will be provided by a new well.No adjacent property wells are within 100 feet of the facility.There are no known fuel tanks at or near the parcel. 1 1I 1 3-2 February 2014 I 236-2542-045 i 1 Stormwater Site Plan for Dosewallips State Park Sewage Treatment Facility ' Washington State Parks and Recreation Commission 4. DEVELOPED SITE DRAINAGE CONDITIONS Construction activities will include grading, excavation of soil, installation of TESC BMPs, and construction of a building. Construction is scheduled for late summer 2014. Engineering ' plans are provided in Appendix A. The project will construct a new MBR wastewater treatment facility with rapid infiltration basins for treated wastewater disposal. Approximately 4,600 total cubic yards will be graded under the proposal. Excavations will be made for the rapid infiltration basins, underground sewerage storage tanks, and pavement surfaces. r4.1 PERFORMANCE GOALS AND STANDARDS Since the site will be adding more than 5,000 square feet of impervious surface,it is subject to Minimum Requirements Nos. 1 through 10 for all new impervious surfaces and converted pervious surfaces.The site must infiltrate,disperse,and retain stormwater runoff on site to the maximum extent feasible without causing flooding or erosion impacts.Parking lots,roads,and other areas subject to vehicle traffic are considered to be stormwater pollution generating surfaces and must be treated before infiltration. These objectives will be met by preventing erosion during construction using a SWPPP, and by having the site use full dispersion for stormwater flow control and treatment.The site is well suited to using full dispersion due to the amount of native,forested land available and outwash soils with high infiltration rates. ' 4.2 POTENTIAL STORMWATER QUALITY AND QUANTITY IMPACTS Since the site is maintaining at least 90 percent of forest vegetation and consists of native outwash soils,the stormwater quality and quantity impacts will be minimal. The site will use ' full dispersion for stormwater flow control and treatment. No stormwater will be discharged from the site,so downslope properties will not be impacted. 4.3 PROPOSED COLLECTION AND CONVEYANCE No collection and conveyance system is proposed, as full dispersion and infiltration will be used for stormwater flow control. 4.4 STORMWATER QUANTITY CONTROL ' Because at least 90 percent of the site will remain forested and has 1 percent slopes and outwash soils with high infiltration rates, full dispersion will be used for flow control and water quality treatment for all stormwater on site. All forested areas outside of the currently cleared area are available for dispersion.Future RIBs, should they be needed by the wastewater treatment facility, are located within the already cleared area.No future development or reserve wastewater treatment and disposal areas occur within the currently forested areas. Aspect Consulting (2011) performed a small-scale pilot infiltration test (PIT) using a 3- to 4-foot-wide by 10-foot-long by 18-foot-deep trench to measure the saturated infiltration rates. Since the site is located in outwash soils, which typically have a high infiltration rate, a full scale PIT test is difficult.The Department of Ecology allows the use of small-scale PIT tests if such conditions exist. The infiltration test found initial infiltration rates in the gravel of over 1 35 inches per hour,with long-term design infiltration rates of 10 inches per hour. The parking lot area slopes away from the building towards the forested edge of the clearing (see Engineering Plan Sheets C3.0, C3.1, and C4.1). At a minimum, a 5-foot-wide strip of seeded/planted vegetation will surround the parking lot area to slow flow and provide some filtration for stormwater runoff from the pavement. The stormwater will continue to follow a vegetated path into the native vegetation until it is fully infiltrated.The roof downspout will be connected to a gravel infiltration trench 2 feet wide by 36 feet long (see Engineering Plan Sheet 3.0). Gravel maintenance roads will sheet flow and disperse to adjacent vegetated areas. The paved access roadway will use sheet flow dispersion. DOWNSTREAM ANALYSIS The proposed design will discharge all flow from the parking lot and roadways into vegetated areas for treatment and infiltration.The location of the facility is in the middle of a 20-acre lot, with at least 230 feet of forest area between the facility and the property line.The paved access road will drain though a vegetated filter strip before infiltrating into the native vegetation. No streams,ponds,or wetlands occur on the property.No visual signs of drainage channels or ' flow paths are present. The high infiltration rate of the native outwash soils prevent standing water and discourages runoff. TEMPORARY EROSION AND SEDIMENTATION CONTROL Erosion and sediment control BMPs for this project have been designed based on the following principles: 1 • Design the project to fit the existing topography,soils,and drainage patterns. • Emphasize erosion control rather than sediment control. 1 • Minimize the extent and duration of the area exposed. • Promote and maximize dispersion of stormwater into native and new vegetation. 1 • Redirect stormwater from channeling except in engineered swales. • Keep runoff velocities low to minimize sediment transportation. • Retain sediment on site. OPERATION AND MAINTENANCE IWashington State Parks and Recreation Commission (Parks) will be responsible for the maintenance, operation, inspection, and repair of the dispersion facilities. Disposal of waste from the stormwater maintenance activities shall be conducted in accordance with the Solid I Waste Handling Standards in Chapter 173-350 Washington Administration Code(WAC),and the Dangerous Waste Regulations,Chapter 173-3-3 WAC where appropriate. 1 7.1 MAINTENANCE REQUIREMENTS Areas receiving stormwater discharge shall be monitored for erosion and repaired if required I by replacing or adding rock as needed. Infiltration pipe systems shall be inspected yearly in the late fall for leaves and other vegetation debris that may clog or otherwise impair the facility. All noise emitting machinery that cannot in any other way operate below the maximum permitted noise level shall be housed in a sound-attenuating structure. 9.) Lighting fixtures shall be designed and hooded to prevent the light source from being directly visible from outside the boundaries of the property. The intensity or brightness of all lighting, during construction and after project completion shall not adversely affect the use of surrounding properties or adjoining rights-of-way. 10.) Exterior lighting for commercial and industrial uses shall not exceed thirty feet(30') in height from the finished grade. Exterior lighting for residential uses shall not exceed twenty feet(20') in height from the finished grade, excepting when such lighting is an integral part of a building or structure.
