Develops and adapts technical methods and programs for the successful prevention, suppression, and control of noxious weeds. Develops action -oriented, community-based activities which involve and educate citizens in noxious weed matters, including prevention of noxious weed invasions, manual, cultural, mechanical, and biological control methods, and when necessary, the safe and responsible use of herbicides to assure that the health of humans and the environment are safeguarded. Develops printed and audiovisual support materials and informational pieces. Understands the legal authority and requirements of the program, and interacts with relevant county, state, and federal and private agencies and entities in the conduct of the program. Work closely with the five -member Jefferson County Noxious Weed Control Board (and designated ex -officio members) to implement the policies and recommendations developed by the Board. Conduct a sound overall Noxious Weed Control program in Jefferson County by coordinating efforts with the State Noxious Weed Control Board, WSU-Jefferson County Extension Office, Jefferson County Conservation District, Washington State University, Noxious Weed Control Boards in neighboring counties, and with other appropriate county, state, and federal agencies (e.g., County Public Works Road Department, State Department of Agriculture, State Department of Transportation, Olympic National Park, Olympic National Forest, etc.), and with local non-profit organizations and volunteers. Additional duties will include coordinating the development and establishment of a property assessment process to fund the County Noxious Weed Program. Scope of Responsibility The person filling this position is normally expected to operate from specific as well as general guidelines and procedures. Work situations will be very diverse, from in -office to fieldwork. The position requires the application of a broad array of educational and community outreach techniques and skills to foster widespread understanding of noxious weed control. The position also requires strong project management skills to organize and implement the assessment process through the BOCC. General supervision is provided by the Jefferson County Noxious Weed Control Board and the WSU Jefferson County Extension Director. Typical Duties • Develop a thorough knowledge of the ecology and physiology of the noxious weeds in Jefferson County. Page 1 of 5 Jefferson County Job Description: Interim Noxious Weed Control Coordinator • Conduct surveys and collect information from other sources to develop a thorough understanding of the distribution and populations of noxious weeds in Jefferson County. This information will be summarized and displayed on maps and in other suitable forms. • Maintain a thorough knowledge about methods of controlling noxious weeds in Jefferson County, including biological, chemical, mechanical and other sound land management practices that minimize the establishment and spread of noxious weeds. • Conduct a sound overall noxious weed control program in Jefferson County by coordinating efforts with the State Noxious Weed Control Board, the Jefferson County Extension Office, the Jefferson County Conservation District, noxious weed control boards in neighboring counties, and with other appropriate county, state and federal agencies (e.g., State Department of Agriculture, County Road Department, State Highway Department, Olympic National Park, Olympic National Forest, etc.), and with local non-profit organizations. • Work closely with the five -member Jefferson County Noxious Weed Control Board (and designated ex -officio members) to implement the policies and recommendations developed by the Board. • Work closely with the County Weed Board, State Weed Board, WSU Cooperative Extension, Conservation District, and other appropriate agencies and organizations to actively pursue and obtain grant funds to help support Jefferson County's noxious weed control efforts. • Provide general and technical education to the public and landowners about noxious weed control through seminars, speaking engagements, radio, newspapers, displays, posters, brochures, farm tours, and other means as appropriate. • Administer the State Noxious Weed Control Law (RCW 17.10) by working with landowners to achieve voluntary weed control compliance. When necessary, however, this may include enacting enforcement procedures as allowed by law to achieve compliance. • Respond to inquiries and complaints about noxious weeds by county residents. • Provide consultation, weed identification, vegetation management recommendations, and education on general weed control to public agencies, industries, owners of recreational grounds, and home owners. • Assist in recruiting, training, and coordinating the efforts of volunteers, and weed board members and employees who assist with noxious weed identification, surveying, mapping, and control in Jefferson County. • Maintain and provide the necessary reports, budgets, and other paperwork needed by the Board, the Board of County Commissioners, and County Road Department. • Prepare and distribute agendas and minutes of meetings, and provide the necessary clerical support to the Board to assure proper and timely distribution of Weed Board correspondence and program materials. ADDITIONAL DUTIES AND RESPONSIBILITIES: Include the following: • Work with the Jefferson County Board of Commissioners, the Jefferson County Assessor and other agencies to establish appropriate land classification for assessment purposes. • Coordinate the Jefferson County Noxious Weed Control Board meetings and public hearings and assist with the development of a resolution or ordinance recommending assessment rates for each land classification with consideration for exemptions. _ • Coordinate the submittal of Noxious Weed Control Board assessment recommendations to the Board of County Commissioners for consideration and action. EDUCATION and/or EXPERIENCE Bachelor's or Master's degree in public administration, environmental studies, environmental sciences, natural resources management or related field; or four years of related work experience; or equivalent combination of education and experience. LANGUAGE SKILLS - Ability to read, analyze, and interpret common professional and technical journals, financial reports, legal documents, laws, legislative bills, evaluations, etc. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write correspondence, speeches and articles for publication that conform to a prescribed style and format. Ability to effectively present information to top management, public groups, and boards and committees. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. COMPUTER SKILLS To perform this job successfully an individual should have knowledge of Access Database software; Explorer Internet software; Excel Spreadsheet software and WORD Word Processing software. Experience with GIS is desirable. CERTIFICATES, LICENSES, REGISTRATIONS: • Possess a valid Washington State Driver's License. • Ability to maintain current Defensive Driving certification. • Ability to maintain current CPR and First Aid certifications. • Must possess, or obtain within 90 days after hiring, and keep valid, a Washington State Public Pesticide Operator/Public Pest Control Consultant license for both land and aquatic application of pesticides. OTHER SKILLS AND ABILITIES: • Knowledge of RCW 17. 10, especially Section 240, which deals with the assessment process. • Understanding of the legal authority and requirements of the program, and the ability to interact with relevant county, state, federal and private agencies and other entities in Page 4 of 5 Jefferson County Job Description: Interim Noxious Weed Control Coordinator development of the assessment proposal, as well as the overall conduct of the weed control program. • Knowledge of other Washington counties' assessment funding and the processes enacted to achieve it. • Ability to organize and present assessment procedures, budgets, other materials, and analysis, and to schedule meetings for the public, the Noxious Weed Control Board and the Board of County Commissioners. • Adequate working knowledge of the Noxious Weeds of Jefferson County, and methods of control. • Excellent oral and written communication skills including the ability to speak effectively and persuasively in a variety of settings and to diverse audiences. • Good record-keeping skills are required. • Demonstrated ability to create innovative programs and projects to encourage citizen involvement is desirable. Requires the skill and ability to produce accurate, persuasive and graphically attractive publications and other materials.
