Sullivan District No. 3 Commissioner: Kathleen Kler f County Administrator: Philip Morley r Clerk of the Board: Erin Lundgren `' MINUTES Week of October 19, 2015 Chairman David Sullivan called the meeting to order at the appointed time in the presence of Commissioner Phil Johnson and Commissioner Kathleen Kler. PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: • A citizen stated: 1) His neighbor's barking dog issue has temporarily ceased; and 2) He has safety concerns regarding The Jefferson County Sportsmen's Club nearby and stated they are not abiding by posted shooting hours; • A citizen stated: 1) It took him almost a decade to get a nuisance noise ordinance passed; and 2) He urged the County to get a Fireworks Ordinance passed before the end of the year; • A citizen stated: 1) He is impressed by the County Officials, Sheriff, Law Enforcement Officers, County Prosecutor, Police Chief and Board of County Commissioners as he has never heard of them taking bribes. They are known for their honesty; and 2) "Reaganomics" is working, in 1982 there were only 13 billionaires in the United States, now there are 565; • Two (2) citizens urged the Board to make the connection between the Larry Scott Trail and the Olympic Discovery Trail a higher priority; and • Two (2) citizens seconded the comment regarding approval of a Fireworks Ordinance. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Johnson moved to approve all the items on the Consent Agenda as presented. Commissioner Kler seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Eligibility Examinations for Entry and Lateral Deputy Sheriff and Corrections Officer; In the Amount of $1,500 Annually; Jefferson County Civil Service Commission; Public Safety Testing 2. AGREEMENT re: Road Maintenance Services; In the Amount of $5,000; Jefferson County Public Works; Washington State Department of Fish and Wildlife (WDFW) 3. AGREEMENT re: Permanent Repair, Quinault S. Shore Road, M.P. 1.14 and M.P. 1.28, County Project No. CRI 8481, Federal Aid Project No. ER -1002(010); In the Amount of $20,440; Jefferson County Public Works; Johnston Land Surveying 4. Payment of Jefferson County Vouchers/Warrants Dated October 12, 2015 Totaling $647,493.12 and Dated October 13, 2015 Totaling $3,065.71 Page 1 Commissioners Meeting Minutes of October 19, 2015 COMMISSIONERS BRIEFING SESSION: The Commissioners reported on their meeting schedules. PROCLAMATION re: Support of the "Stepping Up Initiative to Reduce the Number of People with Mental Illness in Jails": Commissioner Kler read aloud the proclamation. Commissioner Johnson moved to approve the Proclamation. Commissioner Kler seconded the motion. Chairman Sullivan asked if there was anyone who wanted to address the Board? Sheriff David Stanko thanked the Board for approving the proclamation as it is near and dear to his heart. He explained that at any given time, there are 48 individuals incarcerated in the Jefferson County jail. On average, there is a 15 day stay in jail. He added that they need to find a way to reduce the recidivism rate, and make that a priority. Jefferson Mental Health Director Adam Marquis explained that there needs to be a philosophical administrative change that needs to occur with their partners. He believes that discharge starts at intake, and he is committed to mental health needs at the jail. Director Marquis is in the process of trying to obtain a 7 -bed clinic to address local mentally ill individuals. Undersheriff Joe Nole is on the Jefferson Mental Health Board and said he is encouraged by the changes being made to address mental health. He stated that he has taken many people to jail with mental health issues for minor offenses because it was the only place to take them. A new 7 -bed clinic would save the County money and keep people out of jail that do not belong there. ._........... . Chairman Sullivan stated that for those working in the field of mental health, they need the resources, training and system to back them up. He thanked Public Health Developmental Disabilities Coordinator Anna McEnery for making this issue a priority. Chairman Sullivan called for a vote on the motion. The motion carried by a unanimous vote. The meeting was recessed at 9:49 a.m. and reconvened at 9:57 a.m. with all three Commissioners present. PROCLAMATION re: Proclaiming October 2015 as Disability Employment Month: Commissioner Kler read aloud the proclamation. Commissioner Johnson moved to approve the Proclamation. Commissioner Kler seconded the motion which carried by a unanimous vote. Commissioner Kler and Chairman Sullivan presented certificates to local businesses who hire those with disabilities. Chairman Sullivan thanked Carl Hanson for his work with Community Outreach Association Shelter Team (COAST). Mr. Hanson stated that he appreciates the Board of County Commissioners' (BOCC) acknowledgement. It draws attention to the different abilities within our community and creates awareness which opens doors. Page 2 Commissioners Meeting Minutes of October 19, 2015 PRESENTATION re: Association of Washington Cities Retro Safety Coordinator Certificates: Association of Washington Cities (AWC) Workman's Compensation Program Manager Brian Bishop stated that he is pleased to work with Jefferson County since January 2015. He added that our County is one of the top performers in the pool when it comes to safety. Mr. Bishop explained that the Retro Safety Academy is 4 days and focuses on safety, conservation, hazards and accident prevention. The mission is "Every employee home safe every night." Mr. Bishop presented a Safety Coordinator Designation award to County Administrator Philip Morley, Central Services Director Frank Gifford, Clerk of the Board/Human Resources Manager Erin Lundgren, Facilities Maintenance Foreman Custodian Jeff Monroe, Department of Community Development (DCD) Lead Building Inspector Jim Coyne and DCD Office Coordinator Jodi Adams. He added that with this designation, Jefferson County will receive a 15% savings on our Worker's Compensation fees, which will be applied to the January 2016 billing which will be helpful since shares rose on average about 10%. He explained that since Jefferson County has a good "experience factor" rating, the County receives lower rates. There are 120 members in the retro pool and Jefferson County has the second largest number of Safety Academy graduates. Director Gifford added that there were many other County employees that took portions of the Safety Academy training, but did not complete the entire 4 -day course. The meeting was recessed at 10:21 a.m. and reconvened at 1:33 p.m. with all three Commissioners present. COUNTYADMINISTRA TOR BRIEFING SESSION. County Administrator Philip Morley reviewed the following with the Board. Miscellaneous Items: Olympic Discovery Trail (ODT) discussion. Jeff Selby with the Peninsula Trails Association (PTA) and Hall Baetz briefed the Board on the importance of the connection between the ODT and the Larry Scott Trail. Mr. Selby requested inclusion of ODT in Jefferson County's Transportation Improvement Program (TIP) as a multi-purpose trail (paved or gravel), rather than PTA creating a single track trail for mountain bikers, hikers and horse riders, while directing touring bikes to Center Valley Road and Highway 104. Mr. Baetz's position is that the County is legally required to do a feasibility study. • Briefing on updated matrix of Animal Responsibility Code written comments. Staff will bring a revised draft ordinance to the Board for consideration at a later date, or give a recommendation to schedule a follow-up public hearing on the issue, if required. Staff will invite Bob Bindschadler to the next Board of County Commissioners' (BOCC) meeting. Commissioner Johnson excused himself from the meeting at 3:57 p.m. • Public Development Authority (PDA); Dave Robison is requesting an invitation to brief the BOCC. • 2016 Jefferson County budget; Status update. LETTER re: Blue Star Banner Program: Commissioner Kler moved to give permission for the Blue Star Banner Program to use "Jefferson County" in the title and to be displayed along State Route 19 and 20 and to send a letter to Steve Brunette in support of the Blue Ribbon Banner Program. Chairman Sullivan seconded the motion. The motion carried. PUBLIC COMMENT PERIOD: The following is a summary of comments made by citizens in attendance at the meeting and reflect their personal opinions: • Six (6) citizens voiced concern about bicycle safety in Jefferson County and urged support of connecting the Larry Scott Trail with the Olympic Discovery Trail; • Three (3) citizens thanked the Commissioners for moving forward with the Quilcene Safe Streets project; • A citizen reported that the Quilcene Wastewater Management Plan will have a completed design by February 2016; • A citizen stated that the perception of residents South of Highway 104 is that they are overlooked; • A citizen stated: 1) Prescription painkillers are killing more people than traffic accidents; 2) People should be vaccinated against the flu and whooping cough; 3) Donald Trump may be the Republican nominee for President; and 4) He is concerned about the Chimacum Creek buffer zone; • Two (2) citizens commented on the burden of private land owners who tackle noxious weeds on their property; • A citizen invited the Commissioners to attend a Jefferson County Democrat meeting this week re: The Marbled Murrelet; • A citizen voiced concern re: proposed Jefferson Transit signage; • A citizen commented on the hours of operation and noise emitted from the Sportsmen's Club; and • A citizen stated: 1) He would like the Commissioners to investigate prior years' distribution of the Timber Tax; and 2) The Fire Commissioners are addressing traffic safety issues. DISCUSSION re: Population and Allocation: County Administrator Philip Morley explained that the City of Port Townsend and Jefferson County are required to update their Comprehensive Plans under the Growth Management Act (GMA). Pursuant to state law, the City is required to have their plan completed prior to 2016 with a time frame for 2016-2036. Jefferson County received an extension due to our small County size so our timeframe is 2018-2038. Work on the comprehensive plan update requires coordination and agreement between the City and the County on certain items, especially future population projections and allocations, through the Joint Growth Page 2 f/ Commissioners Meeting Minutes of October 26, 2015 04,C) Y Management Steering Committee (JGMSC). The JGMSC has complete eir work and voted unanimously to recommend the population projection and allocation to k :Jefferson County Board of Commissioners for formal adoption. The allocation formula for the 20 year population projections are as follows: 70% urban and 30% rural/resource lands, including the following: City of Port Townsend (36%), Port Hadlock/Irondale Urban Grown Area (UGA) (19.4%), Port Ludlow Master Planned Resort (10.1 %), Brinnon Master Planned Resort (4.5%) and unincorporated Rural and Resource areas of the County (30%). The population allocation is a foundational element of the GMA Comprehensive Plan and will be utilized in the update of the City's and the County's comprehensive plans. Commissioner Johnson moved to adopt RESOLUTION NO. 38-15 Adopting a Countywide Growth Management Planning Population Projection for the Period of 2016-2036 and 2018-2038, and Allocating Projected Urban Growth to Urban Growth Areas and Master Planned Resorts. PRESENTATION re: Taming BigFoot Community Outreach Program: Washington State University (WSU) Extension Director Laura Lewis and NASA Emeritus Scientist Bob Binschadler were present for the meeting. Mr. Binschadler's focus is on climate science and he was formerly a Glaciologist. Director Lewis distributed packet materials for those in attendance. Taming BigFoot is a Climate Action Committee (CAC) carbon footprint reduction competition. Commissioner Kler moved for the Board of Jefferson County Commissioners to endorse Taming BigFoot the carbon footprint reduction competition for Jefferson County. Commissioner Johnson seconded the motion which carried by a unanimous vote. Miscellaneous Items: Jefferson County Extension update. WSU Extension Director Laura Lewis, Noxious Weed Control Coordinator Joost Besijn and Jefferson Landworks Collaborative Manager Bob Simmons were present for the discussion.
