Subject: Bid Award for 2016 Supply of Liquid Asphalt Products
Statement of Issue:
Public Works staff has completed checking the bids opened on January 4, 2016
for the 2016 Supply of Liquid Asphalt Products, and finds it to be in the best interest
the County to award a Purchase a Sate Agreement to Albina Asphalt of Vancouver, WA
for the amounts specified in their bid.
Analysis/Strategic Goals/Pro's £t Con's:
This Bid Award is consistent with the County's goals in that it provides for
maintenance of the County roads infrastructure. This product is used in the County's
pavement surfacing and preservation program.
Fiscal Impact/Cost Benefit Analysis:
Purchase of this material is accounted for in the 2016 Road Operations Budget.
The estimated Purchase Et Sale Agreement amount is $221,975.00 plus Washington
State Sales Tax; however, there is no guaranteed minimum order with the supplier.
(This is a supply Agreement).
Recommendation:
The Board is asked to award the Purchase Et Sale Agreement by signing and
returning the attached Memorandum to Public Works for further processing. The
Purchase Et Sale Agreement will then be returned to the Board for final execution.

Recommendation for Award of `Purchase & Sale Agreement' for
Supply of Liquid Asphalt for the 2016 Bituminous Surfacing Treatment Program
Public Works staff has completed checking bids opened on January 4, 2016 for Supply of Liquid
Asphalt Products for the County's 2016 `Bituminous Surfacing Treatment Program'
Public Works finds it to be in the best interest of the County to award a Purchase & Sale Agreement in
accordance with the General Contract Provisions to
Albina Asphalt of Vancouver, WA,
for the following unit bid prices,
CRS -2P (325 Tons) $474 50 per ton of product plus $76 00 per ton for freight $178,912 50
CSS -1 (50% Dilute)_(125 Tons) $244 50 per ton of product plus $76 00 per ton for freight $ 40,062 50
Contractor Performance Bond $ 3,00000
and an estimated value of $221.975.00, plus Washington State Sales Tax
The Jefferson County Board of Commissioners approves award of bid to the above-named supplier
