The existing roadway is a paved, two-lane major collector with 35 mph posted speed. The project is separated into three project
sites, Upper Hoh Rd MP 3.338, MP 4.38, and MP 6.95. Culvert replacement at Upper Hoh Rd MP 3.338 was completed in 2015.
Substandard culverts at MP 4.38 and MP 6.95 perennially cause road damage and are in need of replacement.

Culvert replacement at Upper Hoh Rd MP 3.338 was completed in 2015. Preliminary Engineering previously obligated for all
three sites under one project. The project is now separated into three project sites, with separate STIP ID#s for RW and CN only.
Remaining work consists of culvert replacements at Upper Hoh Road MP 4.38 and MP 6.95.
This update reflects Phase 2 construction at MP 6.95. The estimated ad date is February 22, 2016. The estimated construction
amount for this phase is $981,343.

Transportation (WSDOT), Access Preservation: Upper Hoh Road MP
6.95, Olympic National Park, CR1896, Federal Aid Project No.
PLH-A160(001)
Statement of Issue: The attached Project Prospectus update is necessary in order to
proceed with construction of the Access Preservation: Upper Hoh Road MP 6.95
Culvert Replacement.
Analysis/Strategic Goals/Pro's £t Con's: Jefferson County has been awarded Federal
funding through the Public Lands Highways Discretionary (PLHD) Program. The
proposed culvert replacement project at Upper Hoh Road MP 6.95 is necessary to
maintain reliable access for resident, business and Olympic National Park visitor use.
The culvert will be replaced with a 20 ft. span three -sided concrete box culvert.
Work will also include raising and reconstructing 800 lineal feet of the roadway over
the new culvert.
Fiscal Impact/Cost Benefit Analysis: There is no fiscal impact associated with this
Project Prospectus. This project is funded at 100% by the Federal Highway
Administration.
Recommendation: The Board is requested to sign the three originals of the Project
Prospectus, and return to Public Works.
