Members Present: John Merchant City of Port Townsend Dave Zellar City of Port Townsend Alysa Russell Skookum Bart Kale Citizen-At-Large Lisa Crosby District #1 Kathleen Kler Commissioner Jean Ball District #3 Members Absent: Al Cairns Port of Port Townsend Hank Fly District #1 Jenifer Taylor District #2 Kent Kovalenko DM/Murrey’s Disposal Staff Present: Tom Boatman Solid Waste Manager Jerry Mingo Public Works MRW Coordinator Tina Anderson Public Works Support Staff Guests: Ella Becker Citizen Rick Hlavka Green Solutions, Consultant for Solid Waste Management Plan There is a quorum. Approval of November 5, 2015 minutes: Dave moved and Lisa seconded to accept the minutes as presented. Motion carried. Correspondence: None Guest Speaker: Rick Hlavka BUSINESS: 1. 2016 SWAC Schedule: One (1) change made to presented schedule. Bart motioned and Lisa seconded to accept the 2016 SWAC meeting calendar. Motion carried. All meetings are 3:00 to 4:30 except for the January 15th meeting. The 2016 SWAC schedule of meetings are: Friday, January 15th 10:30 to Noon, SWAC & Review of SWMP Thursday, March 24th SWAC Thursday, April 7th Tentative Presentation of Plan Thursday, May 26th SWAC Thursday, July 28th SWAC Thursday August 25th SWAC & SWMP Thursday, October 27th SWAC Brief discussion about tour of the Republic Services MRF. Steve Gilmore will discuss at the next SWAC Meeting. 2. Solid Waste 2015 Actuals presentation by Tom: Tom gave a short presentation using several slides covering state wide tipping fees, tonnage and revenue comparisons for the year thru October. Discussion on the variance of other counties fees. Also how and where our waste goes. Several counties now have solid waste facilities for processing waste and their efforts to encourage counties to send waste to them. 3. Chapter 9 Administration and Public Education: No other changes made to this chapter. Discussed disposal district and decided to keep in this chapter. Went over recommendations. 4. Chapter 10 Implementation Plan: WR2) change wording to “on how to reduce the wasting of food”. O1) replace “be conducted” with “continue” O2) change “proposals” to “programs” O3) change to read: The County and City will support programs for residential food waste diversion as appropriate. Table 10-1: Remove the 2015 column and add a 2021 column R2) include the waste hauler. Discussion followed on what DOE considers minor and major changes for amending a plan. Nothing from the Floor.
