Subject: Bid Award for Supply of Aggregate for the County's Bituminous
Surface Treatment Program in Calendar Years 2016 and 2017.
Statement of Issue: Public Works (PW) staff has completed checking the lone bid opened on
February 1, 2016 for Supply of Aggregate for the County's Bituminous Surfacing Treatment
Program in Calendar Years 2016 £t 2017. PW staff finds it to be in the County's best interest
to award the Purchase Et Sale Agreement to Pyramid Materials of Silverdale, WA for the
amount specified in their bid.
Analysis/Strategic Goals/Pro's £t Con's: This Bid Award is consistent with the County's
goals in that it provides for maintenance of roadway infrastructure. This product is used in
the County's pavement preservation program.
Fiscal Impact/Cost Benefit Analysis: Purchase of this material is accounted for in the
Road Operations 2016 budget and the 2017 budget forecast. The estimated Purchase £t Sale
Agreement amount over the two (2) year period is $123,000.00 plus Washington State Sales
Tax; however, the County has guaranteed no minimum order for this supplier.
Recommendation: The Board is asked to award the Purchase Et Sale Agreement by signing
the attached Memorandum and returning it to Public Works for further processing prior to
final execution of the Agreement by the Board.

Subject: Recommendation for Award of Contract for Supply of Aggregate Products
Public Works staff has completed checking the lone bid submitted for this contract for a two (2) year
supply of aggregate products to be used in the County's 2016-2017 Bituminous Surface Treatment
(BST) program. This bid submitted by Pyramid Materials, Inc. of Silverdale, WA was opened and read
aloud in the Commissioners Chambers on Monday, February 1, 2016 in accordance with current State
and County bidding regulations.
Public Works finds it to be in the County's best interest to award the contract for these materials in
accordance with the General Contract Provisions to:
Pyramid Materials, Inc. for their unit bid prices below:
3/8" — U.S. No. 4 (2,500 tons annually) @ $20.50 per ton (F.O.B. Plant)
1/4" — U.S. No. 8 (500 tons annually) @ $20.50 per ton (F.O.B. Plant)
and a two (2) year estimated total value of $123,000.00 plus Washington State Sales Tax.
The Jefferson County Board of Commissioners approves this Bid Award to the above supplier.
