Subject: Contract Change Order No. 1, Refrigerating Appliance Recycling Services
Statement of Issue: Public Works had entered into an agreement with Total Reclaim of Seattle,
WA to manage waste refrigerating appliances that contain hazardous components during a period
of strong scrap steel market values that covered the contractor cost to process the units and
manage hazardous constituents. The scrap steel market has decreased to approximately 25
percent of the value at the beginning of the contract. The contractor has requested that the unit
fee for refrigerating appliances be increased from $0.00 per unit to $17.00 per unit to cover
processing and hazardous material management costs.
Analysis/Strategic Goals/Pro's It Con's: The requested fee is estimated to cost less than
processing the appliances with County employees. The processing contractor maintains
International Organization for Standardization (ISO) 14000 certification, a high standard that
effectively lowers County liabilities.
Fiscal Impact/Cost Benefit Analysis: Revenue from refrigerating appliance tip fees covers the cost
of this proposed Change Order No. 1. County tipping fees for refrigerating appliances had been
established when the County was paying its contractor $15.00 per unit; a price that then dropped
to zero in July, 2014. The cost of Change Order No. 1 is estimated at $7,932 over the remainder of
the Contract, or an increase of approximately $3,400 per year.
Recommendation: Sign 3 originals of Change Order No. 1 and return 2 to Public Works.

Due to the continued decline in the metals commodity market Total Reclaim is no longer accepting CFC
containing units at no charge. The new retail fee for these units will be $2S. Jefferson County has a long-standing
relationship with Total Reclaim and volume levels that allow us to offer a reduced fee of $17 per unit.
Total Reclaim values our relationship and Jefferson Counties continued support. We pride ourselves in offering
these services at the lowest possible rates. We will continue to monitor changes in the metals commodity market
passing on any reduction to these fees moving forward.
