Subject: CALL FOR BIDS for Pavement Marking on Jefferson County Roads in 2016
Statement of Issue: The Board's approval of this `Call for Bids' for pavement marking
services is required in order for the Department of Public Works to solicit bids in
accordance with RCW 36.32.240 Et RCW 39.04.
Analysis/Strategic Goals/Pro's Et Con's: Pavement markings require annual evaluation,
refurbishing and/or replacement. Approval of this Call for Bids will allow for
procurement of pavement marking services for calendar year 2016.
Fiscal Impact/Cost Benefit Analysis: Contracted pavement marking services are accounted
for in the Public Works Road Operations Budget for 2016.
Recommendation: The Department of Public Works recommends the Board approve the call
for bids for these services, and authorize the Chair to sign the attached `Call for Bids'
where indicated, and return it to the Department of Public Works for publication.

NOTICE TO CONTRACTORS
CALL FOR BIDS
Pavement Marking on Jefferson County Roads for Calendar Year 2016
County Project No. 18019940
Notice is hereby given that the Board of County Commissioners of Jefferson County, WA, will
receive sealed bids for Pavement Marking on Jefferson County Roads up until the hour of 9:30
a.m. on Monday, March 7, 2016, at the Office of the Commissioners, basement level of the
Jefferson County Courthouse, 1820 Jefferson St., P.O. Box 1220, Port Townsend, WA, 98368.
The sealed bids will be opened and read publicly at 10:00 a.m. or shortly thereafter on the same
day in the Commissioners Chambers, basement level of the County Courthouse.
This bid is for a 1 -year contract to furnish all labor, equipment, and materials necessary to
complete specified pavement marking on Jefferson County roads in calendar year 2016, all in
accordance with the Contract Plans and Provisions and the 2016 Edition of the WA State Dept. of
Transportation Standard Specifications. The Engineers Estimate for this contract is $232,617.00.
All bids shall be submitted in accordance with the Specifications and Contract Documents on file
at the Dept. of Public Works Office, 623 Sheridan St, Port Townsend, WA, where document
copies may be obtained by prospective bidders. Printed and electronic copies may also be
obtained by contacting Public Works at 360-385-9160 or pubworks(a)-co.iefferson.wa.us.
Each bid shall be accompanied by a bid surety bond, cash, postal money order, cashiers check
or certified check payable to the Treasurer of Jefferson County in the sum of 5% of the bid
amount, to be forfeited to Jefferson County by the winning bidder if he/she fails to enter into a
contract and file an acceptable performance surety bond in the amount of 100% of the contract
price within ten (10) calendar days of bid award.
The Board of County Commissioners reserves the right to reject any and all bids, and to accept
the bid deemed most advantageous to Jefferson County, and to waive all informalities in the
bidding. It is solely the responsibility of the bidder to ensure that their bid is in the possession of
the Board of County Commissioners by the appointed date and time. No facsimile bid documents
will be accepted. The County shall not be held responsible for incorrectly delivered or lost bids.
Jefferson County hereby notifies all bidders that it will affirmatively ensure that
disadvantaged business enterprises will be afforded full opportunity to submit bids in
response to this invitation, and will not be discriminated against on the grounds of race,
color, sex, or national origin in consideration for award of contract pursuant to this
advertisement.
