Chairman Dave Garing called the meeting to order at 10:00 a.m. in the presence of Vice -Chairman Henry
Krist. Member Michael Smith was absent.
ASSESSMENT CORRECTION
Vice -Chairman Krist moved to accept the following assessment correction. Chairman Garing seconded
the motion. The motion carried.

On June 29, 2015 a hearing was held in which the appellant indicated that she had a realtor assess
the value of her home. The Board continued the hearing pending receipt of that document. The
appellant provided a copy of the Comparative Market Analysis to the clerk on June 30, 2015.
When the appellant submitted the Comparative Market Analysis she noted that the value listed on
the document was higher than the current assessed value established by the Assessor.
A copy of the Comparative Market Analysis was provided to the Assessor's office. The Assessor's

representative had no further testimony.
Hearing no further testimony, Chairman Garing closed the hearing. The Board will make a
determination at a later date.
DISCUSSION AND POSSIBLE APPROVAL: LUDLOW COVE DIVISION II
EQUALIZATION: Assessor Jeff Chapman stated that there are a total of 42 unimproved parcels
located in Ludlow Cove Division II owned by Port Ludlow Associates. At the time the Assessor's
Office assigned market values to the properties they were all assumed to have the same excellent,
unobstructed water view. However, upon development of the parcels not all of the lots will have the
same excellent water view nor the same market value.
The Assessor's Office submitted a request to the Washington State Department of Revenue and was
granted permission to equalize 29 parcels located in Ludlow Cove Division II. Assessor Chapman
recommended those 29 parcels be reduced from their 2014 value of $200,000 to a range of $40,000
to $100,000. Port Ludlow Associates President, Diana Smeland has informed Assessor Chapman
that they are in agreement with the Assessor's recommended values.
Discussion ensued regarding the types of model homes and the site quality of the parcels located in
Ludlow Cove Division II.
Vice -Chairman Krist moved to proceed with the equalization process for 29 unimproved parcels
located in the Ludlow Cove Division II as recommended by the Assessor's Office. Chairman Garing
seconded the motion. The motion carried.
