I, Meehan-Roulst Wetland Consulting, was contacted by Kimberly Guerin who currently
resides at 20919 47" Ave SE, Everett Wit 98208-9696 to investigate her parcel for a
Jefferson County Critical Areas: Non Fish Habitat Stream. Kimberly was in the process
of selling her property in Brinnon Washington that is located on Lee Way Road west of
Highway 101, when she was notified that Jefferson County's Critical Area Maps showed
a Non Fish Habitat Stream that crosses her property, parcel number 936000205. See
Appendix A for parcel location.
The parcel does not have a fire code number associated with the existing dirt drive way.
The best way to find the subject parcel is to follow HWY 101 to Brinnon. About a
quarter mile after "Yelvicks General Store" take "Tog Road" on the right, west of HWY
101. Immediately after that tum is "Lee Way Road" on the right. There is a steel metal
gate entrance. The code for the gate is "2050". Follow Lee Way Road all the way to the
closest property to the parcel. The physical address of the closest property to the north of
this parcel is 344 Lee Way, Brinnon, WA 98320 on the left of Lee Way Road. The
subject parcel is directly after that property on the left, to the south.
Jefferson County critical areas maps show a DNR Non Fish Habitat stream running
through the middle of parcel number 936000205. The stream was investigated in three
areas between Tog Road and Lee Way Road. Areas where a drainage channel could be
identified are below. Please refer to Appendix A: Location of Investigated Drainage
Areas.
Jefferson County Critical Area Maps indicate that there is a drainage that drains from
west to east on parcel number 902234006. It then shows that it drains under Lee Way
Road and runs through parcel 936000205 (investigated parcel), still running down hill
west to east, and then it drains under Tog Road across parcel number 936000104. It then
the maps show that it exits that parcel to the east and runs under HWY 101 and exits to
the waters of the Puget Sound.
Field investigation revealed that the drainage is not in the Critical Areas Mapped
locations. There were three drainages identified and locations are below.
DRAINAGE AREA 1: A drainage that drains out between parcels 602234006 and,
parcel number 602234010. It is on the property line. It is a small drainage that drains
from a 90% road cut bank. Channel is approximately 2 feet wide X 1.5 feet in depth that
has large cut rock that has been washed down from the hillside above. The channel is
very short, approximately six feet long. It then drains into the ditch along Lee Way Road
and tuns east on the corner of parcels 936000205 and parcel number 936000204 (right on
property line/property comer.
DRAINAGE AREA 2: A drainage on the east side of the culvert on Lee Way Road.
There is a large broken culvert that is right at the property comer between parcels
936000205 (subject property) and the parcel to the south, parcel 936000204. The
drainage then runs south east on parcel 936000204 for about twenty five feet then
disappears do to evapotranspiration and soil infiltration. There were no drainages
discovered on the investigated parcel, parcel 936000205 owned by Kimberly Guerin. See
The average bank full width was two feet. Channel depth was approximately a foot to a
foot and a half deep. Channel substrate was large boulders that have been washed down
from the hillside above it during high rain events and snow melt. Where the channel
leaves the culvert onto parcel number 936000204, the slope decreases to 15-25% in this
area. Both parcels, west of the culvert and east of the culvert are vegetated with Western
red cedar, Douglas fur, Big -leaf maple, Pacific madrone, Salal, Western sword fern.
DRAINAGE AREA 3: As mentioned, the channel/drainage then disappears on parcel
number 936000204. The channel comes out from another steep road cut bank on parcel
936000204 along Tog Road that has large boulders associated with it and a small incised
channel that is only about six feet long. It then exits via a culvert under Tog Road that
disperses east onto parcel number 936000104 for approximately ten feet. It then
disappears prior to reaching HWY 101 as the parcel's slope decreases and drainage is
being absorbed by field grasses, level topography and soil infiltration. Please see photo
below where it exits to the east. See below of where the drainage enters parcel
936000104 and disappears.
*All segments investigated were dry during the site inspection.
CONCLUSION OF INVESTIGATION:
There are many small drainages west of HWY 101 that only have flow during high rain
events and snow melt. They do not run for any length of time. Ross Goodwin from
Department of Natural Resources and I investigated two drainages similar to this last
year. We investigated the steam to the north on Jefferson County Critical Areas Map
and the one to the south of this stream. The conclusion was that they are "Non Type
Waters" which are drainages/channels that do not connect to any other "Type Waters".
To be classified as a stream of any other type, the drainages must connect to another
"Type Water". Please see WAC definition below for stream typing:
Under WAC 222-16-030 (4) it states
(4) "Type Ns Water" means all segments of natural waters within the bankfull width
of the defined channels that are not Type S, F, or Np Waters. These are seasonal, nonfish
habitat streams in which surface flow is not present for at least some portion of a year of
normal rainfall and are not located downstream from any stream reach that is a Type Np
Water. Ns Waters must be physically connected by an above -ground channel system to
Type S, F, or Np Waters.
By this definition, these channels are non type water. They do not connect to any other
water type but instead disappear do to topography (gradual slopes) and through
absorption by vegetation evapotranspiration and soil infiltration.

Habitat Stream' rather it is a "Non Type Water", feel free to contact Ross Goodwin from

Moving from West (Lee Way road) to East (towards HWY 101): The first blue line is an
incised area where water runs down a steep bank six feet (90% slope) prior to running
under the road via a culvert. On the east side of that culvert, the blue line indicates
another incised channel that is filled with four -five inch rock. Drainage on this area had
slopes ranging from 15%-25%. Channel is approximately two feet wide by one foot in
depth. It disappears on the property to the south of the investigated parcel (parcel #
936000204). It comes out of another steep bank that is about six feet tall and runs under
Tog Road and exits out onto parcel # 936000104 where again, it levels out and disappears
on that parcel prior to reaching HWY 101.
